I think the proposal is in line with advancing the course of democracy, and bringing parliament on board. We can say that the current EC has come thus far, but we cannot tell how the next appointee would carry himself. This proactive proposal, I think would help forestall possibility of bias and could lift up the comfort level across the political divide. Asiedu should know that democracy is dynamic and must be proactive and pragmatic!

Many are we who wish to see a truly INDEPENDENT, fair, reliable and uncompromising Indepedent electoral commission and a Commissioner who will stick to the terms of reference for their role as head of the institution.
I believe we have had one such Commissioner over the last two decades irrespective of recent events which exposed the 'structural' problems within the EC and problems with HUMAN CAPACITY and INDIVIDUAL PERFORMANCE which was at the heart of the apparent 'failures' of the EC at the last elections.
Whilst asking parliament via a two-thirds majority voting to approve appointment of the head of the EC is an attractive proposition, I would caution against going down that route, not least because to start with, it would be very difficult to achieve.
What I would favour is an open system of transparency where the job is advertised and candidates submit their portfolios for vetting, through a presidential commission set up to help head-hunt for the position; a shortlist is obtained through a rigorous process followed by an equally rigorous interview process by a panel (represented by ALL PARTIES, civil society, the judiciary, key stakeholders).
A final shortlist of 3 candidates should then be put forward to the Council of State to examine and make a recommendation to the President to make a final decision. What this means is that EACH of the 3 final candidates has an EQUAL chance of being given the nod.
This rigorous process of transparency and seriousness should be enough to led the appointee know that their job is to represent the NATION, not any party, president or anything else. Such a leader of the EC would have renounced any partisan interests completely and know that their stewardship is 100% to the nation.
Above all, the EC Commissioner MUST know that theirs is not only to oversee elections but to transform the organisation into a more efficient, vigilant, puporseful and fit-for-purpose organisation which is adaptive, dynamic and able to cope with the times, technology and basic everyday hands-on use of pen and paper inclouding e.g. 'signing off' "PINK SHEETS" at polling stations and ensuring that all the 'boxes' on the sheet have been properly checked, attested and signed by all stakeholders. Is this too much to ask?
And why do we need a rancorous, often dysfunctional and partisan parliament to oversee this process? For once I agree with Owusu-Afriyie that parliament should not be the route via which we sedlect our next EC Chairman.

We can ALL drain the swamp or live in it.It is no longer a question of who can better develop Ghana.we have seen the NDC/NPP governments squabbles for nearly 27 years.
Sadly, millions of Ghanaians are more and more insecure about their future....and there is no reason to believe those two parties will do any better.
The 2016 Election will be a choice about what we want Ghana to be.We must end the NDC/NPP entitlements...What makes Ghanaians think 2016 would be any better in 2016 under these two parties?
Even if we appoint the Almighty God Himself to be our Electoral Commissioner in 2016,the NDC/NPP will go back to court to contest over who won.
I want Ghanaians to ponder over this:Who do we ALL trust with a strong conviction to transform Ghana? Which Party shares our true values?
We deserve better,Our families deserve better,Our country deserves better.In 2016,let's CHANGE parties to restore the promise of Ghana.
