It would appear that those in control of the NDC, for the time being, were bent on excluding other bona fide members of the Party who may wish to lay democratic claims to who becomes the next flag bearer of the Party by excluding them even before the mortal remains of the demised President were interred. It is also symptomatic of how political party elites in Ghana and Africa worm their way into the confidences of persons perceived as likely to ascend to power positions for purposes of eventual personal economic gain at the expense of the generality of the mass of Party members and the Nation which every President swears to serve under the Constitution...

This Zombie do nothing parliament made up of NDC majority needs to be shaken up. It's good t the professor has brought it up. The parliament can enact many laws at this crucial moment of our economy to straighten things up, but because we have a zombie parliament, they always wait for the brain dead president to tell them what to do. And with nothing good coming from the clueless cabinet, what they only do in the house is discussing salaries, allowances, bonuses, and ex-Gratia.payments. If the number of ministers should be cut, that of MPs MCEs,and also be cut drastically to safe the economy

I totally agree with the Prof Ayittey this time. The Executive is too big and the number of minsters should be reduced. In fact it should be the Executive staff (from ministers to presidential staff). The Prof is absolutely right to say that the perks are relics of colonialism and should be done way with immediately. All public servants from ministers to senior civil servants and senior staff of public agencies should lose most of their perks to reduce the burden on the public purse. The irony is that many of them have their homes in Accra yet live in state properties. Even the Europeans who introduced such benefits for expatriate or colonial civil servants no longer have these perks though they can afford them. In the UK, ministers use black cab and travel by train. Of course, travel by rail is relatively easy and faster but not in Ghana.

Dr. Ayittey is right in giving such much needed advice. But the question is the president going to listen and act? If I were President Mahama I wouldn't hesitate to act, because as I see it the numerous ministers, their deputies, their extended relatives, and their hangers-on have become the veritable sedgeway to our bribery and corruption problems. The President should summon courage and suUbstantially slash the number of people in his administration and our bribery and corruption problems would be half solved, if not eliminated altogether because of the fear that at last: something is being done.

The truth must be told, anokware John Mahama cannot do the job.
This guy came to the job offering no real vision for the nation, instead he only served up absolute nonsense - Ede be keke - which for some, loosely translates into just existing at the wheels, not knowing which direction to go. To add insult to injury, he is telling us that, like a car, he is only in the first gear in a four-year term, so we can expect to see a a fourth gear only in the fourth year. To hear that allegory from a guy and a president who had been a vice-president for the previous four years, and claims that because of the ill-health of Atta Mess, he John Mahama was really the one in charge behind the scenes, then we have reasons to conclude nothing good or extraordinary can be expected that is different from what we have seen from the last four years. The value is going to be the same, and corruption is going to consume all of us under Mahama. Our people tell us, 'Edwa beso'a efiri anopa', to wit, one can gauge the prospects of a good market day from the signs the morning activities project. Right now the country is sinking fast from all reliable indicators. In the last four years, the cedi has depreciated a whole 100 percent under Mahama and Atta Mess. What other assurances are we waiting for? To be hit on the head with bricks?
Look, John Mahama is not cut for prime time, he does not know how, and all his protestations are excuses to cover incompetence and corruption in high places, of which him and his party are direct beneficiaries. What the fuck is Ede be keke? Nonsense!

Yes, it is supreme hypocrisy that Ayittey sees nothing wrong with pro-NPP policies and decisions. The looting of government bungalows under Kufuor - not only Jake's! - cannot be ignored by the hypocrite and Uncle Tom, Ayittey.

The Prof`s message! The only conceivable way you can reduce the size of this administration by half is to reduce the head count just like is done the private sector. And what better way for the Pres. to show that he is heeding the advice of this partisan individual than to ask Ayittey`s own sister to step aside,so more versatile appointees, who can multi-task,to come in and do the job.
Can the current formidable lady MP,who kicked Ayikoi Otoo`s backside, not help Pres. Mahama reduce the size of his govt, and still meet all the constitutional requirements - gender, membership in Parl, and regional balance for example- all in one stroke? And could a gifted individual like a Dr. Danaa not handle a combined portfolio comprising Gender & Social Protection and Chieftancy? Again, would the amalgamation of MOEP with Employment and Labour not be a a natural fit, giving the fact that the managers of the economy are better suited to deal with labour issues?
Far from being petty,I know what I am talkung about;and I did not just pick on Madam Atittey, who is best suited for a plum Ambassadorial appointment at this stage in her political life anyway.

OPEN LETTER TO H.E.PRESIDENT OF GHANA JOHN DRAMANI MAHAMA AND READING PUBLIC OF GHANAWEB.COM,
IT IS TIME TO CALL "SPADE A SPADE"AND THAT THE GOOD PEOPLE OF GHANA REPOSED THEIR TRUST AND CONFIDENCE IN H.E.PRESIDENT OF GHANA JOHN DRAMANI MAHAMA TO LEAD GHANA AS THE COMMANDER-IN CHIEF AND FATHER OF THE NATION AND NOBODY CAN CHANGE THAT CONFIDENCE AND TRUST REPOSED IN THE PRESIDENT.
THAT AS "FATHER PROVIDES FOR HIS CHILDREN AND THE CHILDREN ALSO HELP THEIR FATHER" SO IT SHOULD BE WITH ALL OF US AS GHANAIANS.
THAT THE FIFTH (5TH) COMMANDMENTS OF THE TEN COMMANDMENTS IN THE BIBLE ENTREAT ALL CHRISTIANS "CHILDREN OBEY YOUR FATHER AND MOTHER TO LIVE LONG AND ALSO TO PROSPER IN THE LAND THAT YOUR GOD GIVES TO YOU".
THAT THE BOOK OF ROMANS ALSO ENJOINED ALL CHRISTIANS "TO OBEY THEIR GOVERNMENTS SINCE NO GOVERNMENT CAN EXIST WITHOUT GOD BRINGING THEM TO POWER."
THAT THE BIBLE ALSO ENTREATS GOVERNMENTS AND LEADERS NOT TO OPPRESS THEIR PEOPLE BUT TO DISPENSE JUSTICE WITH FAIRNESS" AND OTHERS.
HOWEVER, AS INTERNATIONAL LAWYER I DO ADMIT THAT WE ARE NOT ALL CHRISTIANS IN GHANA BUT WE HAVE OTHER RELIGIOUS SECTS WHICH WE MUST RESPECT SINCE GHANA 1992 CONSTITUTION PROVIDES FOR "THE FREEDOM OF RELIGION AND CONSCIENCE" UNDER CHAPTER 5 OF THE CONSTITUTION WHICH ENJOINED ALL OF US TO RESPECT THE CONSTITUTION.
THAT THE FRIVOLOUS ACCUSATIONS BEING LEVELED AGAINST H.E.PRESIDENT OF GHANA JOHN DRAMANI MAHAMA THOUGH I DO RESPECT DIVERGENT OF VIEWS ARE NOT BEING DONE WITH CLEAR CONSCIENCE BUT WITH MALICE AFORETHOUGHT.
THAT THE REAL QUESTIONS THAT I RESPECTFULLY RAISED FOR HON.NANA AKUFO ADDO, WHO WAS GHANA FORMER FOREIGN MINISTER NEVER BEING ANSWERED BY HIM AND PEOPLE ARE NOW RESORTING TO DIVERSIONARY TACTICS AND CASTING FRIVOLOUS ACCUSATIONS AGAINST H.E.PRESIDENT MAHAMA RATHER INSTEAD OF INSISTING THAT HON.NANA AKUFO ADDO ANSWERS THE QUESTIONS AS BELOW:
(i) WHETHER OR NOT AMERICA GOVERNMENT GAVE ME $10 MILLION WHEN AMERICA GAVE GHANA A GRANT OF $547 MILLION WHEN HE WAS GHANA FOREIGN MINISTER?
(ii) WHETHER OR NOT AMERICA GOVERNMENT GAVE GHANA $547 MILLION AS GRANT FOR POVERTY REDUCTIONS WHEN HON.NANA AKUFO ADDO WAS GHANA FOREIGN MINISTER?
(iii) IF YES, THEN WHAT DID THEY DO WITH THE SAID MONEY?
(iv) WHETHER OR NOT HON.NANA AKUFO ADDO WHEN HE WAS NPP PRESIDENTIAL CANDIDATE FOR 2008 TRANSFERRED MONEY TO CANADA TO PURCHASE CARS/VEHICLES?
(v) IF YES, TO WHO DID HE OR THEY TRANSFER THE MONEY TO IN CANADA?
(vi) WHERE ARE/WERE THE CARS/VEHICLES?
THAT ANSWERS TO THE ABOVE RELATED QUESTIONS ARE NOT MATTERS OF FANCY BUT VERY SERIOUS AND IT IS MY RESPECTFUL SUBMISSION THAT MPS WHO LOVE GHANA AND ARE IN PARLIAMENT FOR THE GOOD CAUSE/COURSE OF THE PEOPLE TO RISE UP ABOVE PARTISAN DIVIDES AND PERSONAL IDIOSYNCRASIES TO TAKE THE MATTER SERIOUSLY TO GET ANSWERS AND ALSO TO GET TO THE RUDIMENTS OF THE MATTER AND TO STOP CASTING FRIVOLOUS ACCUSATIONS AGAINST H.E.PRESIDENT JOHN DRAMANI MAHAMA.
IT IS AT THESE RELATED BACKDROPS THAT I AM RESPECTFULLY URGING H.E.PRESIDENT MAHAMA TO INSTITUTE INVESTIGATIONS INTO THE MATTER IF HON.NANA AKUFO ADDO REFUSED TO TALK ON THE MATTER, THERETO.
RESPECTFULLY SUBMITTED.
GOD BLESS GHANA AND AMERICA.

There is no law requiring Mahama to appointment as many ministers as he has....Do you understand my post better now? Even when he took over from Mills, he was not required to maintain Mills cabinet. He could have prune it down to a size he wanted. The constitution give the president lots of latitude..
Furthermore few months later, the people of Ghana elected him to a full term and he could have decided even to do away with deputy ministers...Its all his choice....Does it make sense to you now...read carefully next time, ok? Do you know the size of the cabinet when Busia was Prime Minister? Any primary school kids could tell you all the ministers because they were not that many..the population of Ghana has increased since then, but the size of the economy per capita has not changed much....

The real issue facing Ghana and Ghanaians is our ability to recognize what is fiscally DOABLE AND ATTAINABLE and make decisions based on economic viability on our productivity and output of the nation.
There are three (3)issues that must be done to lessen the burden of the single spine pay structure.
It is either to reduce all salaries by about 25% to the level before the single spine and/ or cut all benefits enjoyed by public(government) employees.
What we are seeing in Ghana is excesses in government payroll from the president down to ordinary laborer employed by the government. President's salary, Ministers salary, Judiciary salaries and parliamentarians salaries have been doubled and even tripled because of single spine whereas our productivity has decreased and everybody is cutting corners in their own way to enrich themselves. The problem facing Ghana is foremost greed and the attitude of chop and let me chop. Eventually, the top is going to fall off and unless we all agree to come to reasonable consensus and accept economic reality of free enterprise the whole country will eventually dis inergrate. The problem facing Ghana was started from both NPP and NDC. and cannot be solved by one administration. It is a proposition that either we all agree to reform and change or we disintergrate. There is no economy in this whole world that can support over 70% governmental payroll and benefit system without regard of development of infra structure, payment of debt service and without planning for the future. We are caught up in a proverbial Julius Ceaser Syndrome, " THE FAULT DEAR BRUTUS IS NOT IN OUR STARS BUT THE FAULT DEAR BRUTUS IS IN OURSELVES". LONG LIVE GHANA!

At a time when visionary people were talking against unthinkable creation of additional 45 Parliamentarian which comes along with MCE and DCE, the stubborn Afari-Gyan did not see the effect it was going to get on our economy. Taking the salary alone of the 45 MP's into account, a whole year comes to about GHC3,780,000.00 if these do nothing parasites salaries is perked at GHC7,000.00 monthly. This is just the salary not mentioning about other allowances which Prof. Ayittey is saying is of "a relic of the colonial past".
Prof. Ayittey is making sense because years back I used to work for a Bank in Ghana at Obuasi and what was happening in the then Obuasi Goldfields with its executive and Top Managers been British personnel was that, while these individuals were leaving on comfortable allowances in Ghana, they were been paid hefty salaries into their accounts in Britain which was having effect on our Foreign Reserve. Beside this salaries, at the end of their contract which was in yearly basis, they proceeded on vacation to England and takes a comfortable vacation package with them in Travelers Checks and Pound Sterling in Cash to go and live lavishly during their vacation period. This was a deliberate stealing instituted by the White Management to siphon our Foreign Reserve.
It is time all these stupid allowances are done with and put in place discipline measures to revive the economy. It can be done if Mahama himself will let the ax fall on himself but I doubt it because Mahama is a 'BIG FAT LIAR THIEF'. He thinks only about himself and his too many children, wives and concubines. E&OE.

Thank you Prof.To begin with, the position of Deputy Regional Ministers should be abolished. Some Ministries which were split by Agyekum Kuffoo just to creat jobs for his boys will have to reverse to their old status. Can there be any reason why we have A Ministry of Communication and A Ministry of Information? The Ministry of Fisheies was created out of Food and Agric,as if fish is no more food. There should be only A Ministry of FOOD AND AGRICULTURE.I thought Water is a Natural resource,soTHe Works and Housing and Water Resources Ministry and Lands are the same.Roads and Highways is also a part of the Ministry of Transport. Now the most ridiculous Ministry I ever heard about is Gender and Social Protection, who ever conceived this ministry must bow his head in shame.Chieftancy is supposed to be a Cultural affair. Therefore the Tourism and Chieftancy ministry should be one and only one.The problem is Parliament itself is the wahala.Since most of the Ministers are MPS they find nothing wrong with the present system, where those who make the laws are the same people who implement them. The 1992 Constitution should be amended before Ghana can make any progress. All greedy MPs must be booted out.

Prof Ayittey, do you not think that we should let our ministers of state should keep their emoluments and perks, and rather demand that they deliver?
We want them to provide leadership in addressing the problems we face. Surely we should remunerate them well so that they concentrate on the task of running our country well rather than worry about how to maintain their families.
We certainly do not want excesses like Kufour's ex-gratia. However, we do want to pay ministers a salary commensurate with the heavy responsibility they carry and the expectations that come with it.

THAT IT IS ONLY H.E.PRESIDENT OF GHANA JOHN DRAMANI MAHAMA AND THE GOVERNMENT BUT MORE ESPECIALLY THE PRESIDENT WHO IS THE VISION HOLDER AND ALSO ACCOUNTABLE TO THE PEOPLE OF GHANA AND IN SOME RELATED CIRCUMSTANCES GHANA'S FRIENDS THROUGHOUT THE WORLD THAT CAN REALLY DETERMINE THE SIZE OF GOVERNMENT.
THAT IT IS NOT ACADEMICS EXERCISE BUT REALITY OF LIFE SITUATIONS EXISTING ON THE GROUND THAT DETERMINED WHETHER THE SIZE OF GOVERNMENT TO CONTRACT OR EXPAND.
THEREFORE PROFESSOR AYITTEY CALL IS THEREFORE IRRELEVANT SINCE HE IS NOT THE VISION HOLDER BUT THE PRESIDENT OF GHANA H.E.PRESIDENT JOHN DRAMANI MAHAMA.
