The Committee for Joint Action (CJA), a pressure group, has called on President J.E.A. Mills to set up an independent commission of enquiry to conduct a public probe into the allocation of state lands and government assets.
It accused the Kufuor Administration of disposing of state property, especially lands in prime areas in Accra, at paltry prices and without recourse to proper procedure.
Mr Kwasi Adu, a leading member of the CJA, who made the call at a news conference in Accra, alleged that the Chief Justice, Mrs Georgina Wood, “who should know the law, threw away any sense of integrity and decency and went for the land-grab”.
He mentioned some of the persons who acquired the land during the Kufuor Administration as Mrs Georgina Wood, Chief Justice; Mr K.T. Hammond, former Deputy Energy Minister; Ms Irene Addo, MP for Tema West; Hajia Alima Mahama, former Women and Children’s Affairs Minister; Ms Oboshie Sai Cofie, former Minister of Tourism; and Dr Abu Sakara Forster, 2008 CPP Vice Presidential candidate.
He accused the CJ of having no regard for the Code of Ethics of Judges and expressed surprise that the same person who would be appointing judges to sit on cases regarding the land-grab was involved in such deals.
Supporting their statements with documents from the Lands Commission covering how over 180 plots of state land were disposed of without recourse to laid-down procedure, Mr Adu said some of the buyers paid as little as GH¢15,000 for pieces of land at the Airport Residential Area.
He explained that the laws of Ghana stated that lands acquired by the government were supposed to be used only in the public interest or for the purpose for which they were acquired.
He added that the 1992 Constitution also made it clear that if the government was unable to use the lands acquired, it should let the owner of the property have the first option of acquiring it.
Mr Adu recalled that in 1998, the then government introduced an urban renewal programme, part of which was to re-develop government residential properties to ensure optimal use of land and the realisation of the full latent values in the land, as well as providing new modern housing stock for the government.
He said the NDC government identified public lands at Cantonments, Airport Residential Area, Kanda, Switchback and Ridge for the re-development and in 2000, the Cabinet approved the Accra Redevelopment Scheme to be carried out under a public-private sector partnership.
This, he said, was a means of funding and executing the projects and the government then introduced a publicly publicised system based on bidding rules and guidelines for the selection of individual applicants and prospective developers.
Mr Adu said under the NDC government’s Redevelopment Policy Phase 1, which was executed before 2000, “the proceeds from the sale of 67 plots of land, sold mostly to companies and few individuals, enabled that government to build 83 replacement bungalows and 169 residential units”.
He noted, however, that the NPP in 2005 executed their own in-filling scheme, such as the open-to-the-public-approval Redevelopment Plan when the Minister of Water Resources, Works and Housing, together with the Chairman and Executive Secretary of the Lands Commission, allocated 19.54 acres to 90 persons.
“Under the NPP scheme, the allocations were so arbitrary and haphazard that even the persons who were allocated the plots did not complete the application for leases for Government Plots (Form 5) as stipulated in LI 230,” he alleged.
He said under the implementation of the Phase two of the programme in 2004, the NPP Administration decided not to pay attention to procedure; as a result, this was suspended several times until 2008, “when the NPP decided to ransack the properties without recourse to proceedings”.
Mr Adu said the NPP sold most of the government lands to NPP members on protocol basis, while others were offered through bidding that was not publicised.

It is this disorderly attitude, more than anything else, that allows criminal political parties and nation-wreckers to escape punishment and correction.
So as to not feel offended, I have opted to be amused at your reaction and I really do not know if you expect me to swallow lock stock and barrel this politically mutilated and badly prejudiced statement of mere fanciful allegations that Osei rashly and impetuously posted under the caption, “See Now?” Coming from a publicly discredited organization of NDC foot-soldiers, the Committee for Joint Action (CJA), jointly run by Kwasi Adu, a former Rawlings hireling, gives me sufficient reason to dismiss the entire statement without much ado. However I held my breath and my nose and painfully read through it.
Admittedly, my unapologetic position is that I have never been impressed with anything that the CJA has presented in the public domain because it appears that anything they have come up with, is shamefully skewed towards petty, infantile and unprofitable propaganda with the aim of transient partisan and temporary gain. I am not interested in such nonsense. What I am interested in is anything that genuinely aims for the good of this much abused country of ours and I will not wittingly lend my hard-earned dignity and conscience to the benefit of clowns and thieves wherever they may be and whatever they are in this country.
Now, tell me Obed, if all what that statement purports is true, what has happened to all those wild allegations leveled exclusively against NPP functionaries and people who are perceived to be their allies since the NDC got into govt several years ago? Why hasnt anyone acted on it? Well, my simple gut feeling tells me that it is either because the NDC govt that has been in power since then to date, is either being irresponsible towards the need to address those ‘allegations’ of serious malfeasance or they themselves find no serious merit in it at all, and I don’t blame them. Its as simple as that. Besides, knowing the traditional and irrational hot-headedness of NDC functionaries, they would have made minced-meat of Chief Justice Georgina Wood if they had had the slightest shred of conclusive evidence against her in this matter. That not being the case reduces the merit of that document to mere effusions of politically disgruntled elements.
Before you make the typical tit-for-tat and cat and mouse mistake of relegating me into the NPP fold because I do not appear to fall for your NDC shenanigans, I would wish to assure you that I am more politically mature than to side with any faction of the prevailing neo-colonial oligarchy. The NDC and the NPP have caused more damage to this country than any other institution or personality at any time of our history and that is where any serious-minded Ghanaian should address our concerns.
When earlier I said I wanted facts, I meant just that. And please I do not want peoples individual peeved opinions on this issue. So instead of behaving like delinquent kids and throwing mud at public figures without any proof of evidence, lets all act like responsible citizens and back our accusations against others with solid and incontrovertible facts. But the herculean task is how to meet the urgent need. We cannot do it via the barrel of the gun. We have the democratic means to do it. But that is a tough task; so long as the government in power has the legal mandate to rule, the only option is a huge challenge to the entire membership of the current government to do a serious introspection, and then change the irritating go-slow attitude! Then and only then we can have an "immediate" leadership qualified to boot corruption out! If that fails, Ghana would painfully sit through three more years of naked corruption. A sickening endurance capable of dragging the nation into an abyss! Never want to imagine that; never!
The government should therefore take up this challenge and make sure there's ample evidence of acting, not "talk-talk". If it fails, I bet you Ghanaians would maintain their traditional "patience" and "try" another government come 2016. NDC would hugely slip into humble opposition, in style.

The desperate and inordinate 'all die be die'attempts to abuse and usurp electoral power was to cover the extent of their greed and avarice. Our sources also disclosed that the wife of the current Minister for Manpower and Employment, Hon. E. T. Mensah, acquired several State Fishing Corporation (SFC) cold stores in Tema. At that time her husband was serving on the body set up by national administration to handle the sale of certain SFC assets. The sources asked: “Who acquired the catering rest houses around the country when the PNDC sold them?”
One of the sources pointed out categorically that: “The NDC cannot win this moral debate… It only makes the NDC look and sound nauseatingly hypocritical.”
They cited the recent judgement pronounced by the Supreme Court on the sale of a state bungalow to Jake Obetsebi-Lamptey, which judgement has become the subject of controversy between national administration and the NPP stalwart.

However we must try and make a clear distinction between STATE LANDS and STATE PROPERTIES. The opening paragraph of the above presentation says, I quote, "Meanwhile, documents in the possession of Today detail a long list of names of personalities who have acquired State lands since 1985."
I am however aware that some of the names mentioned in this document actually acquired state properties - that is, state bungalows (buildings). There are also state properties in the form of industries, hotels, agricultural and commercial facilities etc, that were cheaply bought and sold out to friends and cronies. These must also be investigated.
I am also told by reliable sources that some Civil and Public servants, in the midst of all this looting of the state by politicians, quietly, surreptitiously and unofficially assumed ownership of some out-of-sight state properties and destroyed all verifiable evidence of ownership to that effect.
There is a lot of work to be done to regain our country from the thieves and their local and foreign collaborators.
