Mr Bentil may be right in most of the prescriptions he has offered, but where he said the Govt Appointee should be bold enough to NOT do any such thing they don't think is right and rather resign, I have problems
with that call.
I would have preferred Mr Bentil prescribed ETHICAL standards for those 'FORCING THE HAND' of the Public Servant and the Appointing Authorities rather than having him bear the cross.
Mr. Bentil certainly went Over-Board when he suggested that Appointees contrived into such situations 'Must Consider the Option of Resigning to Save Their Integrity' because Integrity is not a Legal Tender and will NOT get your Hungry Family food. The Makola women would think you are tho most stupid person she ever encountered, when she hears your story and will not grant credit to a BUULU.
Mr. Bentil, if we did what you have suggested here, trust me, Every Govt Appointee will resign sooner than later because these problems are not confined to one or two Institutions of Govt. They are ALL over the place.
And if the Appointee resigns that probably may be the end of the road for him. In short, in a country where Jobs are non-existent resigning may be too harsh. You only have to think of your Children's School Fees, Your Rent, Your Un-completed House and the Maligning that will follow your exit and BINGO you are ABOARD the MV GRAFT.
You go home and tell your wife I resigned because I was being asked to do A,B,C that I felt was wrong and if she does not pack out the next day she will be gone the following week.
Besides, when that Strong-Willed Rare Appointee refuses to do it, there are so many others ready to do it and NOT a thing will happen to those who caused the exit of 'Mr GOODMAN'. He will now be labeled Mr. FOOLISHMAN.
When I first returned from Australia, a Ghanaian Journalist told me 'In Ghana Right is Wrong and Wrong is Right' I laughed then but I now know he was right
The few I know who were BOLD enough to stand against such ROT have paid dearly for it. One CEPS Commissioner who stood against this nonesense was constantly vilified and disgraced in the Media and even at one point, the CROOKED AUTHORITIES trumped up Charges against him and the next thing was that the SFO, an Institution of State, was investigating him.
I don't know if you were in Ghana during Jerry Rawlings' time. If not ask those who were and ask them if they do remember Nii Adjei Okai at CEPS.
Because I worked at the Port and I was Afraid to do any such KULUULU that most of my colleagues were engaged in, we appreciated what the Commissioner was doing and developed an interest in following his work. My Investigator Friend at CEPS at the time was choked with words when he tried to explain why the CEPS BOSS was being attacked by his own colleagues in Govt. simply because he refused to BEND the Rules to favor them and their friends.
Today, where is that CEPS BOSS?
The last time I saw him a few months ago he was still unemployed while his party is back in POWER and those who tried to force his hand unsuccessfuly have all been APPOINTED to even better Positions.
The CEPS Officers continue to say that they nearly DOUBLED REVENUE during that Commissioner's time and you would think that will be enough reason to have him back in the system. NOT IN GHANA.
YOU see, while we are telling our Doctors and Teachers and Public Servants to take their Passports and leave, 'If the Kitchen is Too Hot' we are NOT SAYING A THING TO THE NATION WRECKERS TO CHANGE THEIR WAYS OR LEAVE GHANA, if only even temporarily, till the Economy is in a better shape.
One question to ask is What breed of Humans will do this to their OWN Country and fellow Citizens when our Economic Woes are overwhelming us?
Look, In short, Any one who has the FORTITUDE to do exactly that which you have proposed here will NOT even have his Appointment approved.
There are 'GATE-KEEPERS' at the Presidency who will always 'FLAG' him and one excuse or another will be offered as to why his appoinment could not go forward.
If what happened to the CEPS BOSS is anything to go by then any Appointee will be a BIG FOOL to resign or resist rather than letting the 'GREEDY BASTARDS' have it their way.
THEY ARE THE SYSTEM and its MOVERS and SHAKERS. You refuse to do their BIDDING, no Matter how bad, at YOUR OWN PERIL and the ONLY THING that will happen to any of them is the SAME THING that has ALWAYS happened to all them: NOTHING.
I have just told you the SAD STORY of one person I know who maintained that INTEGITY or whatever you talked about maintaining and what happened to him.
If you know of something that has ever Happened to a Corrupt Official in Ghana let me know about it.
OURS IS BUT A CURSE.

Black man ruling his fellow blacks, is a pure curse. The punishment and untold hardship that comes with such governance, is beyond description. Just imagine what Ghanaians are going through under the leadership of black presidents. Ghanaians have been moved from frying pan into fire under this reckless government.
Those destroying Ghana are the educated elite because they believe that they are above the laws of the land. Trust me, this has been the trend since independent and some people will dispute that but we should remember that during our first republic, Ghanaians are not that deep into politics and can hardly delve deep into the actions of our leaders.
Ghana is a failed state and we will never get to the promise land. Actually, who will lead us to that land? Mahama and NDC? Tweakai.

I agree with Kofi Bentil. Resignations over principals are common in advance countries. Dr. Quaah should have resigned to maintain his integrity rather than the puppet he appears to be?
