It is a matter of Ghanaians putting the wrong people into leadership due to hatred for one tribe or the other, failing to vote for policies and people with a vision who can deliver for all Ghanaians to benefit. NDC won the election without providing any single policy or vision apart from "ede be keke" slogans. I've said it before here and i'll say it again, i did not even vote for NPP, but when i compare the gains this country made and the investor confidence during the 8 year rule of NPP, it is 100 times better than 5 years of NDC. Dr Ofori Quaah was a seismologist (not a Business or Management Expert) at the time with GNPC who was asked by the new government to act as the CEO, whilst the company re-structure.

At that time Dr Ofori Quaah did not even know where to source funds to pay GNPC workers because the company was broke. Until you know the structures that were put together to get the company functioning again, and what duties were assigned to him by the ministry, you cannot blame him.

In the absence of a board, management of the company reverted to the Ministry of Energy (which is allowed by the law that set up GNPC). Without a board and under the same laws, the ministry had to deal with all matters including the claims by several banks. This is where K T Hammond came in. He was effectively assigned to clean up the mess and he did clean it up.

The truth is that Ghanaians have seen everything clearly esp. what goes on behind the scenes during elections, since 1992, courtesy Dr. Kwadjo Afari-Gyan. All the economic chaos that we're experiencing right now is as a result of election fraud, which allows an unqualified candidate to be declared winner. It's so clear, yet people cannot believe what's going on.

It's become evidently clear that John Mahama's govt. doesn't know what to do to save Ghana. Instead of finding solutions to worker's demands and the ailing economy, the NDC would rather resort to character assassination. What they forget is that the more they try to denigrate Nana Akufo-Addo with false 'info' the higher he rises scores in popularity.

Ghanaians know that the whole GNPC debt issues stems from the fact that their former boss, Mr. Tsatsu Tsikata made dubious deals when in charge. Rawlings' AFRC/P-NDC govt. sought to find Oil in commercial quantities in their 19yrs of ruling Ghana.

In their attempt to hit Oil Ghana govt. secured loans or funds, towards that Oil project. However, not a single drop of Oil had been found and rather huge debt was left behind as a result of Tsatsu Tsikata's mismanagement of the funds. Folks would recall that it was in mid-1970s or there about, that Ghana's first drop of Oil was discovered under former military leader, Gen. Kutu Acheampong and his NRC govt. It will also be recalled that a comprehensive Seismic Data of our Sea bed had been drawn during Kwame Nkrumah's regime and the prospect of Ghana becoming an Oil-producing country was imminent. That's why guess Ghana's first Prez. built the Tema Oil Refinery which usually could be found in nations already drilling Oil.

With the above facts, Rawlings' govt. with Tsikata as GNPC boss embarked on a good venture, except that only God can tell why Ghana's quest to discover Oil in commercial quantities could turn out with huge debts or senseless financial loss to the state.

As I posted right here on Ghanaweb a few weeks ago when this issue of the drill ship appeared, job experience with an Oil pump manufacturing company here in Alberta, Canada and my little research into the Oilfield business has revealed to me that exploring or drilling Oil is an expensive venture.

A drill ship prospecting for Oil on the shore of Ghana could cost approx. US $3,000,000/mo. ie:(US $100,00 X 30)
I believe Tsatsu Tsikata was of high hopes that his admin. could hit Oil sooner than expected that's why he embarked on that reckless spending ventures, that saw him branching into Rice cultivation and the purchase of mansions abroad, among others.

Now the NDC wants to shift blame on innocent souls, even after Tsatsu incarceration and release from prison for his crime. Folks will recall when NDC soon after late Atta-Mills had been sworn in as Prez. accused Nana Akufo-Addo of issuing diplomatic passports to unauthorised people when he was Min. for Foreign Affairs. It turned out that it was all false. Ask Okudzeto Ablakwa for more 'info' about that issue.

NDC cannot see their way clear; things continue to fall apart for Ghanaians, as workers begin to demand what's due to them and the ordinary citizen also begin to cry for economic relief, esp. in the kind of hopelessness, poverty and misery they find themselves in. It's so pathetic to note!

1. How did such amount accrued?
2. Who was in charge of GNPC at that time.
3. Was Ghana not ready to pay the debt?

I think the major issue iin Ghana is not this case rather the Woyome saga ie 51 million GHc. You see Mr Acheampong because NPP is involved you are keen on this issue but Ghanaians see it differently as compared to Woyome money. NDC will waiste time on this and let the whole government massionary come to a hault. Allow the commissioner to do his job and stop this useless interferance.
