The mandate and functions of these various institutions ie PSGH, MOH, FDA, GPHA, etc, etc, are all geared towards the health, safety and wellbeing of the masses.
In recent times, there's been an increase in the influx of medicines deemed not to have met the quality assurance standards, based on GMP's of manufacturers of pharmaceutical products, onto the Ghanaian market. According to pharmacopeia standards, medicines not meeting the assay standards in these reference compendia, are deemed not to have passed the quality assurance requirements, expected of GMP standards as set forth, and such products in most cases invariably, are recalled.
Ghanaians indeed applaud the efforts of the post surveillance outfit of the FDA in it's mandate to mop up such medications which find themselves onto the market, which are in more ways than one, an issue of internal regeneration of some of these products by unscrupulous individuals, and in some instances, are a direct consequence of corruption, bribery and outright fraud of the institutions tasked to ensure the safety, wellbeing and health of the citizenry. And this point brings to the fore, the very mandate and integrity of the FDA in addressing the issue of medicines, which fail quality assurance tests. If one was to go into the very processes of the registration and introduction of new molecules ie drugs on the Ghanaian market, it is very clear that, the FDA and by extension the CEO, is the issuing authority of the very license, which grants the importer the needed mandate to import these products onto the market. The processes are quite strigent, since they have to conform to reference standards that prevails in other jurisdictions, and in the case of countries such as Ghana, (which is a signatory to a number of WHO protocols,) where the issue of counterfeiting is rife, extra precautions are employed to prevent such occurrences. It is therefore highly improbable that, the issuing authority can sign off on a product and later turn around to scream that it is fake/substandard. If it was "fake", who at the FDA signed onto the document to ascertain it's therapeutic efficacy?,since these products are supposed to be assayed to certify that they meet standards, and consequently therefore, are allowed to be cleared at the ports? The million dollar question, which the FDA CEO needs to answer is how did the products receive the authentication from his outfit, to allow the importation and clearance of the products from our ports? Let's bear in mind that, according to WHO standards which the FDA recently alluded to, some of the steps in the processes requires a visit to the site of the proposed manufacturer to ensure that, their drug manufacturing procedures meets reference compendia, to meet the quality assurance requirements of GMP, and again, the requisite documentary evidence is tended to establish the clinical trial profile and the safety and efficacy of these medicines. Baring some of these requirements, we should not have a situation where such products should hit our markets. So who signed off at the FDA, how were some of these procedures circumvented to allow these drugs onto the market, what went into it, and who are the main characters behind it? Are we saying that, the FDA did not know that such products were coming into the country and that, they were effectively smuggled into the country through our ports, in the full glare of customs officials, when the bill of laden should specify what is being cleared through the ports and in the case of medicines, the appropriate documentation should accompany such cargo from the FDA? Something is not adding up.
Why was it that the FDA could not prevent the influx of the product onto the market in the first place, when it had to first and foremost, be authenticated by their outfit and signed off by the CEO, before getting onto the market? What influenced this slippage? Was it corruption, was it bribery? Who are the culprits?
It is very interesting to note that such unscrupulous businessmen and manufacturers have been sanctioned, the products recalled and the necessary fines paid.
However, the clear and ambiguous question regarding very straight, pointed and clear answers from the FDA CEO is who signed off on the dotted line, what influenced the decision of the FDA to sign off on the dotted line to warrant the introduction of the products onto the market? Was he exercising his oversight responsibilities as enshrined in his mandate conscientiously, responsibly, transparently, without any monetary influence? Was he exhibiting the required knowledge and expertise by virtue of his training to clearly appreciate the situational circumstances which have led to, according to his outfit, the introduction of fake and substandard drugs onto the Ghanaian market? We are of the strongest opinion yet that, the petition by the Ghanaian trained UK Pharmacist calling on the Mahama administration to seriously conduct the needed investigations to stem the rot, stinking corruption and malfeasance which has effectively, turned Ghanaians especially the most vulnerable in our society into guinea pigs, whilst some elements gain materially from such reckless acts of impunity bothering on criminality is addressed immediately. A healthy state is a prosperous nation and such highhandedness steeped in corruption is completely untenable.

The rot starts at the FDA. They are at the ports and harbours-you cannot as an importer bring pharma products into Ghana without an inspection and signed paperwork from the FDA. As you clearly state, who at the FDA is signing the paper work for the substandard products to be released to the public??? If that control point is not working because of cronyism or corruption then again the buck stops at the FDA.

I don't know why this story is hiding here in regional news of Ghanaweb. It should be in the main news and shouldn't be archived. The CEO of the FDA-an appointee of the NDC gov't needs to address these issues.
