But given the entrenched levels of corruption within our society,coupled with the general avertion to sacrifice,such a policy initiative is bound to fail. In any event, has this or any future administration got the guts to move in this direction? I can see AFAG,TAF and the myriad of other alphabet groups going to court to mount all kinds of legal challenges,even though I believe the executive has the power to rein in the runaway wage bill.

What is happening in Ghana is a joke.The government spending 70% of its revenue to pay salaries of workers most of whom are unproductive.This is absolutely unsustainable.The government must immediately suspend all salary increases except for the lowly paid and review downards all alowances paid to state employees including MPS and ministers of state.It should also establish a task force to examine all payrolls of government organizations and flush out the thousands of ghost workers on them(Korle Bu teaching hospital alone has over 400 ghost workers) and hold accountable those who have been pocketing the salaries of the ghost workers.A sizeable percentage of government workers'salaries go to ghost workers.

First, the truth is, yes, some are enjoying what is over the top incomes and everyone is aware of the pain most hard working citizens are going through. Therefore, politicise aside, and rather state to aspect the fact and truth being said by the people with experience of advising and educating the masses. Please, lead by example and reduce the government's payroll mess.

Cutting salaries will cause a lot of resentment and agitation from the labour force. A prudent way to do it is to mobilise additional revenue for government through:
- A total cost recovery on all government services. Services were subsidised because wages were low. Now that wages are good, why continue to subsidize ?
- increase axes and winding the tax net to include non essentials. For instance, no vat on taxis. Why?
- privatise housing. Government should not be providing free housing for employees when most of them own their own homes. They simply rent them out and get subsides accomodation from government.
- remove free services to senior civil servants.
- increase VAT and make sure revenue leakages are cuter tailed wherever they occur - our ports, hospitals etc.
- services should be means tested. Those on household incomes of $3000 or more per months should pay more for services.
- inject efficiency in government services. Performance related pay should be introduced.
- increase corporate taxes and incentivises those multinationals who spend their profits in the local economy and discourage repatriation of wages by multinationals.
The labanese, Chinese and Indians are destroying the economy by repatriating our foreign currency reserves.
They provide services to civilians and take the profits outside the country without putting it back into the local economy.
Reducing salaries us not the answer and any such move will make the government unpopular and cause public disaffection.
If the government is not sure of what to do, bring in international external consultants to realign your strategy and policy. It has been done elsewhere. The uk faced a similar problem and were able to fix it. ITNIS so much of wages as a percentage of GDP that is the problem, but a failure on the part of government to recover cistern and mobilise revenue effectively.
In the UK and US by the time a civil servant finishes spending their monthly income, more than have of it would have gone back to the treasury in the firm of direct and value added taxes.

If you have ministers and deputy ministers who does not even deserve to be SHOW SHINE BOYS/GIRLS and paying them quantum salaries of course the economy will be bad as we see now. I see some of these appointees as NOT QUALIFIED and INCOMPETENT and the earlier Mahama who himself is not qualified to be president realizes it, Ghana is doomed. With all these resources, NDC could have done better than what they are doing now.

Mahama should start from himself by reducing his by 60%. Then he can decend to the others. Afterall what benefits has ghanains gain during his turn of office. If indeed he wants ghana to move on then this is the time.
