Now those who blame teachers for poor performance of students, especially in the rural areas should now open their mouths. If there is shortage of common chalk, then tell me what the schools are not short of? Even if the unpaid teacher wants to work, what should he write with? Where does he write down his notes and with what and whose money. Yet we have big time political rallies and our gov't appointees zooming around in 6 and 8 cylinder American gas drinking SUVs. Yes that is where we set our priorities.

Is this your example of efficiency or effectiveness?

Good but get registers, chalk and the other very basic things that were not issues in the past, to the schools. When you have not done these basic things, you have no right to blame teachers for the poor performance of public schools. Private schools do not have those problems. This is why we need mature people who can think to run our ministries.

One day when the teacher walked into the classroom, she noticed that someone had written the word 'PENIS' (in tiny letters) on the blackboard. She scanned the class looking for a guilty face. Finding none, she rubbed the word off and began class. The next day, the word 'PENIS' was written on the board again; this time it was written about halfway across the board. Again she looked around in vain for the culprit, so she proceeded with the day's lesson. Every morning for about a week, she went into the classroom and found the same disgusting word written on the board, each day's being larger than the previous one, and each day she rubbed it off vigorously. At the end of the second week, she walked in expecting to be greeted by the same word on the board but instead found the words: "The more you rub it, the bigger it gets."

Decentralising education from the central umbrella is a welcoming news, thus, a step in the right direction and I hope the rest of the various institution would subsequently follow suit as well. The question now is, are we having enough money in Oman Ghana’s coffers or chest, to smoothly implement this to fruition without hiccup here and there if you’re already complaining about the often setback of funding to the same education sector to purchase materials five weeks into the new academic year and of course a situation where academic work is disrupted almost every year due to a shortage in the supply of basic teaching and learning materials such as chalk, attendance register and teachers' notebooks. I don't think the government real interest is to improve education, let us not beat around the bush, we all know teachers in the district are doing well, just that there is no enough teachers, the problem is the government keeping some teachers out when they return upgrading themselves, and also those who went on maternity leave. The educational system as it is now is good just don't creat room to increase the country debt, just train more teachers for us and post most to the villages so that everyone will have assess to education. there is no teacher in the country who don't go to class to teach the students and pupils just don't creat room to increase the country debt. people in authority have to do their work well by finding out what is lacking in the system and what the people really need but not what they want.

What our schools in Ghana need right now is stability, adequate resources, well- prepared and experienced, teachers, community support, and a clear vision of what good education is.
We must all clearly know the purpose of primary and secondary education.
Which to me is not to pass a "freaking" examination - BECE & WASSCE.
Rather, it is to develop the minds and character of our young people and help them grow up to become healthy, knowledgeable, patriotic and competent citizens.

For once I've heard something sensible coming from NDC government. This is long long long overdue. No central government anywhere on the globe has been able to manage Education and other typical social services well. Why create District Assemblies if they are not going to be empowered to manage the communities in which they are effectively. Social services such as 1. Education, 2. Water, 3. Sanitation, 4. Electricity, 5. Women and Children Elderly and the Poor , 6. Health, 7. Communication, 8. Housing. Local people must be trusted to determine their fate in these areas. The District Assembly structure must therefore be reviewed to reflect our culture. Instead of government appointees, there must be a rotation of chiefs and queen mothers, as well as educationist, lawyers doctors accountants, engineers, who must be elected. Central government's role must be limited toma national policy frame work and the equitable allocation of the National Resources. District Admiistrations must be given room, within the national policy to enact their rules that does not conflict with the national policy. When districts are allowed to develop their water resources and distribute, there will efficiency and reduced corruption and abuse. When districts are allowed to buy Electricity from the VRA or other power companies, they will make sure pilfering and abuse are limited, and will help prevent or reduce the corrupt practices associated with the ECG. This will reduce waste and be able to bring tariffs down. Local people are the best to Marshall both human and material resources that are needed mostto make education functional. Oldboyism, has hampered the equitable distribution of educational resources, and has always been skewed towards named schools. This trend can only be halted when the decisions are made and enforced at the local level. Let us hope that this is not a hear say but a serious commitment being made. Enough of political gamesmanship. Let's see real action. Kudos to Mahama.
