This is yet another proof of a failed decentralized rural and urban planning and development scheme put together by people too stupid to think before acting.
The knock against the old centralized scheme was that the district commissioners wielded too much power and were far removed from the people they served. In its place, the non thinking educated and ignorant politicians of the day decided to embark on a decentralized scheme that not only added more bureaucratic levels to an over bloated government but did so without knowing where revenues would come from to pay these added civil servants. To add insult to the injury, these clowns of so-called leaders and architects of the decentralized scheme failed to assess the dangers of the wage disparities that existed in Ghana between cities and rural areas and or between farmers and fishermen on one hand and the white/blue collar workers at the cities/metropolitan areas in Ghana.
Kumasi the seat of government for all things Ashanti with all its gold and cocoa and other valuables not to mention people who are good at making money is incapable of meeting any goals on its own without government help or cannot provide needed infrastructures in cities and towns for its subjects. Yet it is within these very failed regions and a failed national policy that people in the Ashanti region would accept the promise of a free education from a government that cannot effectively collect taxes and or manage the revenues it gets.
But as Kumasi and its management cry for money, the existing scheme ensures that the Asantehene gets a cut in every land sold to fund his acquired properties in South Africa and in UK where he pays taxes but cannot and will not pay taxes to save his own kingdom. Yes we are truly smart in Ghana.
