Oh Kufuor and NPP!. This what else have they shredded during Kufuor's time in office and now financial judgement debt for Ghana?. No wonder they did everything anything to blame Mr Tsikata and used all the political tactics and imprison him in order to keep him silence over all the financial misappropriations and thievery at GNPC.
This is one of the many financial and social atrocities that was committed by Kufuor and co thus, J.J Rawlings insistence for court actions against the Kufuor's regime but Prof. Mills the late president refused to take the needed action.
Kufuor, Nana Addo, KT Hammond, Daapah and co must answer the serious questions. Kufuor has now earned the reputation of Bokasa and Mobutu etc. How could Kufuor and co and unscrupulous nation wreckers of the NPP look into the eyes of Ghanaians and asking for their votes whilst e.g education, public health, sanitation, housing, infrastructure, domestic economy, food etc, the basic needs for the citizens were denied. It was just ok for Kufuor to mount the plane and be in the airways every other day to the foreign mainly European and US countries to chill- out, away from the suffering of the poor Ghanaians citizens who put their trust in him during his period in office. The guy, Kufuor never cared. He had no conscience, no feelings for his people, a true psychopath in disguise!

Audit report on drill ship destroyed
on 08 October 2013.
Mr Frederick Boniface Senahia, Senior Manager, State Enterprises Audit Corporation, answering questions during the judgement debt commission sitting in Accra. Working documents detailing an audit conducted into the operations of the Ghana National Petroleum Corporation (GNPC) by the State Enterprises Audit Corporation (SEAC) with respect to a sold drill ship of the corporation could not be produced for the Judgement Debt Commission as expected because the documents had been shredded.
The drill ship, which belonged to the GNPC, was used for the exploration of oil in the Tano Basin but was sold in 2001.
Senior Manager subpoenaed
The Senior Manager of the SEAC, Mr Boniface Senahia, who was subpoenaed in respect of the documents, told the commission at its hearing in Accra yesterday that the working documents were shredded in 2005.
However, he said he could tender the financial statements and management letters on the ship before the commission, much to the disappointment of the commission.
Mr Senahia explained that the GNPC was SEAC’s client until 2005, when the audit corporation ceased to render services to the corporation, for which reason it found no use for the working documents and had them disposed of.
Mandate of SEAC
Asked what the mandate of SEAC was and the law establishing it, Mr Senahia said the organisation was established in 1965, with the mandate to audit state-owned enterprises (SoEs) under the authority of the Auditor-General.
He added that Act 232, 1965 established the outfit which, in the past, also rendered auditing and assurance services to SoEs, including the Electricity Company of Ghana, the Ghana Water Company Limited and the Minerals Commission.
Profits unaccounted for
When asked by Mr Kofi Dometi Sokpor, counsel for the commission, about the profit on the disposal of the drill ship, Mr Senahia could not give a specific amount to the commission because of the absence of the working documents.
“What you are trying to give us this morning will not send us anywhere,” Mr Sokpor added.
When asked why the responsibility to audit the GNPC was taken away from the SEAC, Mr Senahia said “that was the decision of the Auditor-General”.
Equipment unaccounted for
The senior manager could not tell the commission how specific equipment, amounting to GH¢2.3 million, was disposed of, nor could he give a breakdown of fixed assets of the drill ship that stood at GH¢1.6 million.
It was clear to the commission that Mr Senahia could not provide the information for which he had been subpoenaed and he was, therefore, asked to reappear on October 21, 2013.
Chief State Attorney presents documents
Next to appear was a Chief State Attorney, Mrs Dorothy Afriyie Ansah, who presented a box full of documents on an agreement between the Government of Ghana and Balkan Energy.
She presented to the commission documents on the agreement and copies of arbitration proceedings between the government and Balkan Energy which had to do with the decision of Balkan to drag the government to an international arbitration in the UK demanding payment for services it had rendered.
But the Attorney-General’s Department contested that decision on the grounds that Balkan failed to commission the Osagyefo Barge as agreed and so the government did not owe the company.
The Chief Director at the Ministry of Energy, Prof. Thomas Mba Akabza, explained to the commission that the role of the ministry in the whole affair was to facilitate the trip of the team from the Attorney-General’s Department to the UK for the arbitration.

I fully support the NDC in their attempt to probe matters. But it is clear that they're trying to chase documents that legally have exceeded their record-keeping period of 7yrs. The most period for keeping records around the whole wide world ranges between 7-10yrs. The transaction was done in 2001. It's over 12yrs now, so how stupid can the NDC be, by trying to find ways to accuse people in such a matter or case; are there any sensible ones among them? I just wonder!
As I posted some weeks ago, right here on this same website, the sale of that drill ship was necessary due to the fact that Ghana govt. couldn't afford to lose money by keeping that "Oil finder" which was brought in during NDC's era.
I currently work with one of the biggest makers of Drill Pump Machines for the Oil industry, in Lloydminster, Alberta. The company in engaged in over 100 Oil sites around the world, including Africa. My little research that I conducted has revealed that the cost of contracting a drill ship or equipment is US $100K plus/day or more. (100,000 X 30 = 3,000,000) makes sense to dispose of the said drill ship.
Rawlings-led PNDC govt. was ambitious to find Oil in commercial quantities as we have now.
Folks would remember that Ghana's first drop of Oil was found during Gen. Kutu Acheampong's regime, by the same Cosmos Energy Co. of the USA. The Tsatsu Tsikata-led GNPC failed to hit their target because as we later on discovered, the loans or monies that was secured for the project was squandered by Tsatsu's office, that left that crazy burden of loan payment and the drill ship hanging in the neck of the Ghanaian tax-payer.
The drill ship was inevitably sold out to halt Ghana's mounting debt pile up. The sale of the ship gave Ghana govt. and the nation a breather and a new opportunities to rethink a new start towards our quest to find Oil in commercial quantities. Thanks to ex-Prez. Kuffour and his govt. what we have now wouldn't have been possible.
The NDC better stop their wild goose chase and think about how to fix the mess they've created including fraud and corruption in high places, since coming into power in 2008.

thievery. The reason the country isn't progressing is because we see things in political glasses instead of being objective. We need to keep records of all national transactions so your argument is rather poor. We need to probe all those contracts that were used by folks to milk the nation while the poor folks suffer. Whether NDC or NPP are the perpetrators of these corrupt practices, they must be brought to book. It is sad to see students still studying under trees in Ghana.
You mentioned that you are in Canada, do you think the government of Canada will sell state assets without any record?
Be very much ashamed of yourself. Some of us are fed up with the dishonesty exhibited by people who we think should be objective and look at the national interest instead of party interest.

Do not hide behind democracy and commit these crimes thinking you can not face firing squad. This is why you hate coups - the soldier comes and shoots all of you dead. This is why you are crying for democracy at all cost - so that, you can loot and not be reprimanded under democracy.
Your time will be up sooner than later. The time is drawing closer and closer to when our next coupmakers will strike. Like it or not it will happen even if it is not the best solution. The irony of the whole matter is that, come to think about it, most of the guys at the top were educated abroad but cannot use their knowledge to help our country, Ghana. They have studied and lived abroad but cannot impart the knowledge into developing the country, what a disgrace. PhD this, Dr that and Honourable this and that - all for nothing.
What will happen if Ghana went and seized the drillship right now. Will the rightful owners cough up the documents, Yes or No. How can anyone own a moneymaker like this drillship and not possess ownership documents and the bill of sale. We are not fools, your time will come up soon. We are all watching. Kudos to Jerry John Rawlings and his henchmen, we cannot wait any longer.
