    National Development plans have come and gone and they shall always be a development plan. What is needed to eschew the "bad effects of Winner takes it all" are;
    Corruption,
    Neopotism.

    It will not work in Ghana. Those in gov't will not agree, they want to 'chop' while they are there and they feel it is their right. They are too corrupt.

    In fact, that would be a good move to get this country move forward. Politicians are too corrupt and wasting all our money to send their families abroad.
