It is very likely notthinguntoward happened in this particular transaction,but I would suggest that KT Hammond follows the example of Kan Dapaah,his fmr. boss,and keep quiet till he is summond by the judgement debt commission where he ca tell his story,all of it,under oath! He is opening himself up foe needless attacks by jumping from one Radio/TV Stn to another,and proffering conflicting accounts of a relatively straightforward transaction. And it does not help when a key party to this transaction(Societe General) is telling us it has no record of this deal. After all, he was a just a 'glorified' messaenger,who was sent on a errand. Having carried out that assignment,would he have been better off if he allowed his bosses to deal with this issue?
I listened to the banter between Kwesi Pratt and Kofi Ghana this a.m and I believe he Pratt is on point with those questions he posed that require "better and particular answers"!

I have been following Apau's Commission carefully and conclude herein that it is an NDC political front to turn the tables against NPP over the Judgment Debt episode. The only problem of NPP is lack of real leadership despite once having 17 Presidential candidates: NDC is a master of everything it surveys and it shocks me to belong to a Party so myopic and uncaring to the core. Poor NPP: Our fathers have indeed died in vain. We do nothing when certified criminals in NDC run rings around us like little children. Ghana must always come first, NPP:
This is why I advocate quietness for NDC to rule Ghana and be so exposed. I just wish all these NPP leaders will forever be quiet like the sea as the billows roll so that NDC people can respond to their voices and be so exposed for their gargantuan fraud. NDCs have the Media, BNI, Professional talkatives and lazy politicians as this Apau, always conniving and contriving how to distract attention from their massive corruption and theft of Ghana's paltry resources. I just pity all these NPP people who cannot even challenge the bogus Apau Commission:

"The Apau Commission is a double-edged sword and a fractious political ploy set up to shield NDC from eternal disgrace of stealing Ghana's monies through the award of Monies to various people for non-existing judgment claims.
The whole Apau Commission was set up to unravel monies paid by Atta Mills government to various crooks to the tune of $8.3 Billion; but since its inception the Apau Commssion has carefully steered away from the very JUDGEMENT DEBTS that caused so much controversy, and instead delved into issues predating 2009 and 2013. The Judgment Debts of Waterville, Woyome, Cecilia Johnson, Attoh Quarshie's CP Fraud and many others are now put to the back burner whiles we chase shadows.
The recent GNPC Discoverer 511 Ship Incident is a typical case... NPP came to power in January 2001 after a 19 year Dictatorship of PNDC, who had finished liquidating Ghana's State Enterprises to invisible cronies. In just six months into their new administration, July 2001, NPP had to deal with a Judgment Debt involving the ubiquitous GNPC. Naturally, even a little child will know the incident preceded the government should be dealing with those who caused the debt: GNPC headed by untouchable Tsatsu Tsikata, a man who is pardoned even after stealing 4.2 Billion Cedis. But again Apau is using the situation as grandstanding against NPP.
By so doing, he wins plaudits from the corrupted Presidency of Mahama, who is expert at shielding every crime of his people with such craft and guile only a crow can master. NPP leaders must therefore be very careful of this political set up dubbed Apau Commission: I learn this man is one of the most corrupt Judges in Ghana's Judiciary history, and therefore very crafty.
NPP leaders therefore owe it a duty to this Nation to scrutinise the abuse of public funds by NDC people now being covered up by this Apau conman: For example, we must ask what GNPC did with the loans from Societe General? I could not even understand what Tsatsu Tsikata sought to explain in his staement about this matter, and cannot understand why his name is not mentioned by the Commission since he personally caused the Ship to be seized by his Creditors: Why is Tsatsu so untouchable in Ghana politics and economic deals? tsatsu is the cause of this ship getting sold. It was seized just as many properties will be when the NDC sovereign guarantee matures.
We must also use the opportunity to revisit the sale of 330 State Properties by NDC, for which $8.1 Billion still remains in REAL DEBT...I just wish am in a role of asking questions in Parliament. NDC will just then have to kill me with their notorious partisan BNI. But Ghana is a very poor and need its many scholars to defend the pauper country's interest.
Apau does not have the morality and pedigree to do so; he is highly manipulative, sly, 419 trickster, given a role by a President to divert public attention from serious business of probing the true state of payments gargantuan Judgment Debts to NDC cronies, when there are no real Judgments in place to do so.
Shame on us all to be tricked by corrupt 'wonkye di' socialist revolutionaries, whose sole interest was rather the share of our properties and monies among their poor selves, than the real interest of the country.
By and by Ghanains will know the truth about these NDC people. I have always known they are thieves and fraudsters whose sole interest is Ghana's resources for their wretched families and friends; and Apau or whomsoever is one of the leading lights of deception, otherwise why has he never mentioned these fresh NDC payments of such huge mionies but chasing windmills?

Where in his discourse with Kwame Sefa Kai did KT say he paid the money to Kufuor? Does that really make sense to you, even to say that about your worst enemy, that the money was paid to the president?
KT stated clearly that because of Societe Generale's suspicions, an escrow account was established for the sale, from which Societe Generale, lawyers and other creditors were paid, leaving the balance of $3.5m, which was paid to the Accountant-General's Department, through the Ministry of Finance.

Any discerning media person can even do a research on the Internet for news around 1999-2001 and it is not difficult to find relevant news items. We have a GYYEDA report talking about the misppropriation of nearly one billion Ghana Cedis and we are interested in a 12 years old story invoving $24m?
Here is what my research found from an energy magazine dated 1 February 2002, which wrote:
Ghana's Petroleum Corporation fights for life
Following the recent crisis in the company, the government of Ghana is attempting to save the Ghana National Petroleum Corporation (GNPC) through severely restricting the scope of its interests and imposing massive job losses. Ghanaian Petroleum Minister, Albert Kan-Dapaah, announced in January that the company will be transformed into a new slimmed down operation, concentrating solely upon oil and gas exploration.
The state-owned company was originally set up to oversee the import of all crude oil and petroleum products but was also given the task of guiding the country's hydrocarbon exploration efforts. In recent years, GNPC attempted to diversify its areas of interest but failed badly, accruing massive debts in the process.
Investment was made into telecommunications, mining and even agriculture, possibly because the company had so little to do in the oil and gas sector during the 1990s. The former chief executive, Tsatsu Tsikata, is currently being investigated by the government. During his period of administration, the company undertook complicated forward hedges on Nigerian crude oil production and anticipated production from Ghana's Tano oil fields.
It has also been revealed that the company bought six drilling ships at a cost of $62m, which were little used. Two of the rigs, North Sea Pioneer and Asterie were located overseas, in Angolan and Gabonese waters respectively. Ghanaian employees on the rigs were initially signed up to work for three months, but in fact spent up to 14 mainly idle months on board before they were returned to Accra in July 2001. Compensation for their enforced capacity is expected to be forthcoming.
The episode seems to be typical of GNPC's operations before the company was reformed. All this led to a reported trading loss of $47m in 2000, which in turn led to an investigation into the company by the Ministry of Energy during June and July 2001.
Desperate measures
The company has been sued by several banks and other creditors for unpaid debts. One of the rigs, Discoverer 511 was sold to partly finance the repayment of the debt to French bank Societe Generale (SG), which had reached $47m by the time interest and court costs had been added by a London court. The Ghanaian government and SG reached a compromise in July 2001 whereby the bank agreed to accept a $19.5m interim payment but would keep the rig until the full debt had been cleared. The rig was eventually sold to Norwegian company Frontier Drilling for $24m.
Other creditors include Swiss banks UBS and CSFB, and Ecobank, who are owed $8.9m, $17.2m and $2m respectively. Unsurprisingly, the new chief executive, Ofori Quaah, has agreed that the scaled-down GNPC should concentrate solely upon oil and gas exploration and production.
In the long-term, the Kufuor government hopes to privatise GNPC but seems content to restructure it for now, in order to make it more competitive in a future open market. In order to achieve this, GNPC's trading function is being separated from its industrial activities. A subsidiary of the company will manage the production of gas in the Tano Basin for power generation.

Remember the sale of this rig was the starting point of Tsatsu Tsikata's point by point reference to the incompetence of Justice Anim Yeboah who at the Appeals Court used an IMF immunity statute to rule against the financing scheme used during Tsatsu Tsikata's case before his court. And should in case you forgot, Dr. Ohemeng, that ruling by Justice Anim Yeboah gave court victory to SG but was eventually overruled by the Ghana Supreme Court on which Justice Anim Yeboah currently sits. Why would a judge who so bungled an elementary level use of statute end up on the highest court in Ghana? Justice Anim Yeboah shamelessly accepted the post offered by Kufour to sit on the Supreme Court because the fix was in. Kufour’s administration orchestrated this boondoggle with the intent of pocketing some of the money while they blame the mess on Tsatsu Tsikata. For a so-called PhD holder you seem to acquiesce to political party playbooks instead of the intellectual research and careful examination of literature review you may have used for your dissertation. What the authors of the article did not reveal is the fact that SG never could produce the documents that supports their claim, a point Tsatsu Tsikata was fighting to retrieve from SG to show they, SG, came to court under a false claim.
Unfortunately because the Kufour boys including Nana Akufo-Addo failed to defend Ghana and or allow the UK based firm to defend Ghana, the country lost the case. The proof of SG's collusion and fraud can be seen with this latest argument that they do not have records of either receiving payments and or that French law mandate keeping records for no more than 10 years and may account for why they do not have records of payment. You think that SG does not have complete audit report of annual balanced accounting as required of all financial and banking institutions? Does it mean SG never got the money from the Kufour team? It may not be the case but SG used Ghana's incompetent legal system and the new Kufour administration eager to paint the NDC as incompetent to get a free hand at selling assets of the Ghana government on the cheap. This scheme gave them the upper hand that allowed Kufour and his band of educated thieves to sell land of the nation to himself and his boys. Do you Dr. Ohemeng remember Kufour selling or giving as gift state land to the Chief Justice of Ghana's Supreme Court Georgina Woods?
The Kufour era is the worse in the history of Ghana because Kufour is supposed to be educated and leader of a party that tout itself as party of Ghana's intellectuals. What we have is a party of intellectually dishonest, morally bankrupt and a corrupt thieving bunch that will go to any length to steal any and all assets that was left for Ghana under the Nkrumah regime because of sheer hatred of the CPP. The rise in tribal animus and the undercurrent hatred laced with economic and social instability has been brought on by Kufour even if as the argument goes J.J. Rawlings elevated Ewe's first. J.J. Rawlings classroom intellect is no match for Kufour but Kufour and his administration used classic white color criminal minds to raid Ghana economically and of its assets. In the end Kufour and his men are no better than our slave masters who raped Ghana of its prime years of mineral and natural resources along with human cargo but they were not Ghanaians. What does Kufour and his supporters like you claim to be?

More seriously though, I wish you will spend the same amount of energy and drive to demand that who supervised the payments to Woyome are called to account. Whilst at it, need I say you have to devote the same energy and drive for the GYEEDA executives and those in charge of the DIC, who cannot account for divestitures, also be called to account. If you and the I are able to do that, without clouded by partisanship, Ghana shall be the better for it. If your only focus is Kuffour and his supporters to account, do not waste your breath: your effort will amount to nothing but part of the political game!

You are insulting Yaw for no good reason. The Societe Generale case for which the D511 rig was sold was about the hedging deal that was very badly botched, and nothing to do with the cocoa farming fiasco for which Tsatsu was tried and jailed in Ghana. That case never came to the Ghanaian courts.
I will not hold brief for Nana Akufo-Addo, as to why the AG's Department did not prosecute the case, but GNPC had already spent over £500,000 on legal fees. There was an outstanding £8,000 bill, and the law firm estimated another £700,000 to continue with the case. The NPP had just assumed power to find empty state coffers. GNPC at the time was so broke that to respond to the law firm's letters, individuals were buying printing paper from their own pockets. One of those ladies is still working at GNPC and others are still out there in Europe. Who was supposed to pay those huge costs to continue the case?
KT Hammond showed documents to Kwame Sefa Kai as to how an escrow account was set up for the payments to SG and other creditors. All the lawyers who signed the settlement documents are still alive. A bank draft that was issued by a London bank can be traced to how it was eventually cashed. Do you really believe that somebody benefited privately from the sale of that rig?
I also believe that this whole thing is a diversion from the Woyome millions and GYEEDA stinker, among others. As Ghanaians, we need to begin to look at issues objectively without political/tribal lenses, otherwise our national development will continue to flounder!

If you care to know "Dr. Reasearcher",the Judgement Debt Commissioner`s focus was a narrow one, and is centered on why the asset of a corporation,albeit wholly state owned,was sold by the Ministry of Energy, which exercises oversight responsibilty for the GNPC without the active participation of the coroporation? It is this simple, but proper line of inquiry that has generated the current raging controversy. Per standard operating procedures within the bureacracy,this matter could have been put rest if adequate records pertaining to the transaction existed,and could be made available to the commission to help its work.
What is fueling this controversy is the fact pertinent records about this important transaction are non-exitent or skecthy at best! Why? Because as a nation that brags about our middle-income status,our record-keeping system is atrocious,and this has allowed certain unscrupulous individuals to loot state assets.
You deliberately chose not to address the issue headon,but provided a one-sided historical account about the origin of the so-calld debt to the French banking giant,Societe General.
Are you aware that prior to taking over the file for this case from the GNPC by the AG`s office, this bank had lost its case in the US courts?
again do you realize that as at the time our AG dept took control of this case and fired the international attorneys representing the GNPC,Societe General was in serious negotiations,behind the scenes, with our side,to settle the dispute for as little as $12 million? So how come did the debt amount ballon to $47 m when the pricipal lawyer for the state took control over the case?
Why was Societe General reluctant to turn over documents the UK court had directed it to supply to the international attys for GNPC? Remember it had lost the case in the US coutrs,and it(SG) was going to suffer a similar fate in the UK courts. So take KT Hammond`s boastings about whittling down the 'debt'(from $47 m down to $19.5 m) with a pinch of salt. Only Heavens knows why an international bank which had misled the GNPC into enetering into some dubious contracts(derivaties),and was clearly on the hook,because courts around the world had become aware of the greed and double- dealings of these multi-national financial institutions,why did the AG dept not mount a vigorous defence on behalf of the GNPC?
Since you know all about this issue, please come back and dispute the set of facts that I have provided which should raise the eyebrows of all Ghanaians!

GNPC had already spent over £500,000 on legal fees. There was an outstanding £8,000 and the lawyers believed that it would require another £700,000 to continue. With GNPC totally broke in 2001, and Ghana filed for HIPC, where was that money coming from?
Surely if someone comes to appeal to you to put your personal money in a deal you do not understand, you will like to know more about it before you put your money into it. And if in spite of all that you still choose to lay ball, wouldn't you limit your losses?
Interestingly, after all that we still sold one of our national banks to Societe Generale? Would Ghana really sell a national bank to an institution that is so obnoxious?
