I disagree with the regulation of internet Market at this stage as many people are taking advantage to familiarise themselves with the technology.
I would rather suggest the government work with the financial institutions who are interested in funding these small businesses to go ahead with a plan which guides them to improve service to the general public.
You don't enforce unworkable regulation by asking someone with 5 - 10 nodes to buy an air conditioner and so on. It is a clear indication of knocking them out of job.
What about these small chop bars and others?
It is better to encourage such small businesses to keep people off the streets and anti-social acts.

This research and it's recommendations are disappointing unless it is being mis-reported. The best way to improve internet access is to improve competition between land-line broadband providers and wireless broadband providers by separating them - when you have a major mobile-phone firm (Vodafone) as the only land-line broadband provider - that a no-brainer -competing with one-self is a stupid economic theory!!! It helps only the super-monopolist and undermines the national (which is different from the state) technology infrastructure. What this report appears to be recommending is to expand this monopoly - the nation needs it's own technology entrepreneurs.
