I vehemently disagree with "moyo".We do need a second chamber and the ridiculous council of state set out in our constitution is not representative of Ghanaians.I think it's wise to have anybody dutifully assigned legislative responsibilities over Ghanaians to be ELECTED BY GHANAIANS,PERIOD.WE CANNOT AFFORD TO GIVE AN ELECTED PRESIDENT THE POWER TO APPOINT TWO-THIRDS OF ANY BODY THAT DEALS WITH LEGISLATIONS IN OUR COUNTRY.
This is how we create MONSTERS IN OUR OUR POLITICAL DOMAINS THEN WE DON'T UNDERSTAND WHY THESE TYRANTS GROW HORNS!!
We can amend the constitution to establish an upper chamber hopefully comprising of "two independent-minded Ghanaians" in each region with no political affiliations whatsoever.(CAN WE HAVE SUCH A GROUP OF PEOPLE,HUH?)That'll make it a twenty-member chamber with the vice-president chairing the chamber and casting the deciding vote on matters when there's a tie.This system,if we were to have it,would be representative of we the people and would serve as a power broker and help add some sanity in our legislative procedures.It'S
better than what we have now in the constitutional provision that gives legislative oversight powers to members of a so called council of state that is solely controlled by our president.As we have it now,all it takes is a charismatic president a la Nkrumah and we are DOOMED AGAIN!!!

A second Chamber will be value for money if only it can serve as a check on the first Chamber and the Executive and devoid of party politics as in the UK's House of Lords. The Lords here in the UK are very independent minded despite many of them being appointed by political parties but they serve as a check on the first Chamber (House of Commons) and the Executive who also sit in the House of Commons. Otherwise, a second house in Ghana would be another expensive experiment and a waste.

That is what I meant. I have worked with both MPs and Lords and once made a written submission to the Joint Houses of Parliament All Party Committee on Human Rights, so I know what I said.

Why do we have to follow these useless law makers and put more debit on our souls?

Oh yes this could be a good idea, but how are these representatives going to get paid? do we have all these amount to spend? if yes than why cant we use that amount which would be going into these chiefs to help buy some educational items like computers to help educate our schools and colleges? this payment is not going to be a one time thing to the chiefs but for life. what do you think if such an amount goes into the education sector for life, what would be the standards of our education as compaired to other nations. what about putting this cash into the health care sector for life? Dont let us say all is right but let us weigh the pros and cons of every thing before we go ahead and support every thing for all is good but not all is required of us to implement.
Let us remain this way. ghana is not that big, not that much advanced, to do all these. 2nd chamber is for numerous counties.

2. Having reduced the # of MPs, create a second chamber with equal representation of all the regions - say 3 or 4 per Region. Members of this chamber should also be elected (not appointed). And they should serve a longer term than the MPs, say six.

3. The Executive and Legislature should be separate and independent. No MP should be allowed to severe on the Executive.

How many people will occupy that house and are we going to pay them what amount for every four years? The fact that we are producing oil should not pave the way for us to come out with senseless ideas to scatter the much needed revenue for development. Our media spends too much time fighting and insulting people. 4 We have a very weak police force which is not respected by the people. 5 Lack of will to enforce rules and regulations. In his autobiography, he wrote that "with regard to the creation of the second chamber, the committee suggested that this should be examined again at some future time after the attainment of independence. (Please see The Autobiography of Kwame Nkrumah, pg. 242)
Certainly, the. issue of a bicameral legislative assembly should be thoroughly discussed by all Ghanaians. We need to move in that direction; it might serve us well.

There is nothing wrong with the system that we have but the problem is how we act. Our attitude stinks and that hampers anything that we will do as people. Look, two thing that democracy rests on is not working in Ghana and that is, TRUTH AND THE RULE OF LAW. Marcus, can you name any nation where the people are dishonest and disrespect the rule of law yet, well developed? That is the core issue of the problem facing Ghana and Africa at large. The Europeans and the Americans, allow the rule of law to exact its toll on those who go against it. Do we do the same?

We can set up any number of systems or whatever but, if we fail to let honesty and the rule of law lead us, I will say with certainty that nothing will work better for us. That is my observation though.

Sadly how we get people elected or appointed to the second chamber can become messy. It is either going to be dominated by the party in power if appointed, or going to be along party lines at the time of national elections if done with the election, especially when the EC can become compromised. Perhaps a mix of appointed and elected members- eg: Clerical heads of the main traditional churches known to have not publicly aligned themselves to any party, heads of professional bodies- Medical, Nursing, Teaching, House of Chief, Farmers, Fishermen, Ordinary citizens nominated by their community etc.

Unfortunately, I beg to disagree totally with Ex-President Kuffour's suggestion that Parliament i.e. the House of the people, should be professionalized, meaning members of parliament should be allowed to make profession out of being a member of parliament. For what reason imaginable should we equate politics as a profession. In the first place most politicians are corrupt any way, and to legally and constitutionally professionalize politics is like going from a "frying pan into fire" or its like legally and officially making corruption as part of the workings of the government. Mr. Ex President we cannot institutionalize corruption in our Government. Just simple as that.
Mr. Ex-President, your suggestion that if Members of Parliament are paid better salaries and given other incentives and motivations, they will not go "begging" to be made Ministers is sad and preposterous. Sir, are you serious? already in Ghana, members of Parliament are well and handsomely paid. No public official is paid more than the members of parliament. So for you to make that suggestion does not jive with reality.
Mr. Ex President Kuffour, my question to you is, when you were in office, What did you do for workers by way of salaries and hourly rates? Nothing or something.
