  Only competitive elections of Assembly members, DCE's and Mayors would encourage people to take ownership and oversee these things. Habaaaaaa Cant you dim heads understand this simple formula?

  For someone to be interested and take part in something he or she needs to be consulted and his opinions sort. If you impose people from outside on them , where they have not taking part in their election. They would not be interested because those people appointed owe allegiance to someone else, Not the local people. That is why Ghana has not developed properly outside Accra for 40 years!!
