In some cases the ministers do not even know what they are doing. Especially NPP people. What they understood is hey come and get your own share.

The former Col. Kutu Acheamong got the dream, just like Dr. King of The United Staes and predicted his idea, and this was a good thing to take off. This is like all coming together with ideas, through elected representatives for disscussions and arrining at a solid foudation to a solution and implimentation of what is good for all but because the average Ghanaian thinks solely of himself, selish would not allow his brother to participate in dessision making and this is where we are now.
Why would gods created people being blacks always be following foreign ideas. We have to learn to invent, for after all we do not see snow on our land, this makes, shows the diffrence to who we are as Africans living under the equator. For the past 200 yrs. is what the whiteman has used to develop their system so why are we trying to learn from the and we can not? yes we can not for that is their way. Being the champions of sniffing and licking national resources at any opportunity they get and at the expense of poor tax payers, they see the year 2020 like eternity and cannot continue to go hungry when their tongues are wagging to be calmed with candies from the oil industry and their teeth itching to bite deep into the candy.
That notwithstanding, they know to the marrow in their bone that many corrupt deals during Kuffour's era is definitely to be uncovered during Mahama's administration and as a result, the strong support for sharing power.
Do you remember the Cedi redenomination, Ghana Airways sale, Ghana International Airline deals and Ghana at 50 misappropriations? Have you forgotten about State property sales to party members and ministers (especially, Ghana Airways properties), the 5 million dollar loan for Asantehene guaranteed by Osafo Maafo as then Finance minister, Vodafone saga, construction of the then Tetteh Quarshie Circle, the use of ECOWAS fund to accelerate the purchase of Hotel Kuffour and many more?
They know Mahama will allow the Courts to work and for that reason, your guess is as good as mine!
