Before we begin to jump on this new sing-along - all inclusive government, we have got to properly define what all inclusive government means.
If our history serves us right, we will recall - this inclusiveness informed on Nkrumah's one-party rule. We called that dictatorship and kicked him out. To go back 50 years later, in a full-circle, will have made nonsense of that coup. This is not a novel idea in Africa, it has been practiced in Zimbabwe and Kenya to no particular success. In Egypt it has led to a new conflict. It did not work in la Cote d'Ivoire, it rather deepened ethnic and political conflict. Hence all-inclusive government is no panacea to our hydra-headed problems and it does not present the electorate with any real choice. So If we are not talking about one or two token ministers from the opposition, what are we talking about then, proportional representation or what? I am not particularly sure.
What do we mean by all inclusive government then? What will be acceptable to all?
I hope it will not mean one ideology and things like that. Parties should compete on the issues and present to the voters different visions and policies to deal with the issues, and the electorate will vote for the party which visions they identify with.
I am also very much aware that given our particular station in economic development, most governments are going to be pro-poor and social-interventionists, it doesn't matter whether they are NPP or NDC (pardon me if I didn't mention your party, just sticking to the big guns here).
I will presume all-inclusive government under the current dispensation and discussion means appointing people from across the political divide.
So what stands in the way of all-inclusive government?
Firstly, I will start with the 1992 Constitution. After practicing with it for 20 years now, we should realize that it is not meeting our particular needs and aspirations. The practice of appointing majority of ministers from the governing party members in parliament is very dumb and farcical. It will make sense if we were practicing prime-ministerial government that can have a no-confidence vote over its head. We are practicing presidential government and to appoint majority of ministers, over 80% of them, from parliament presents peculiar problems. To add to how purposeless it is to appoint over 80% of ministers from the majority party in parliament, we just recently learned, the majority leader, Benjamin Kumbour, is not even included in the cabinet of president Mahama. So we have a majority leader who is supposed to be leader of government business in parliament cut out of the loop. He is just a decorated powerless and toothless fixture - Opaninhunu - with no real muscle; he cannot oblige anybody in cabinet, and sorry, he is no prime minister either.
Secondly, the current system undermines the concept of separation of powers; it ties the hands of the executive to make do with whatever they have in parliament. There should be a complete separation of powers and no sitting minister should also be a member of parliament. When that happens, parliament's supervisory role and ability to exact accountability from ministers will be strengthened. The president too can have the free hand to appoint or form his cabinet from persons with various capabilities, and not necessarily from his party members. There are capable people out there who simply don't have the stomach for current winner-takes-all adversary governance system.
Thirdly, decentralization of governance should be taken to the fullest extent by making sure that all MMDCEs and Regional Ministers are directly elected by the people. Yes regional ministers too, so that the people can exact accountability not the president imposing his cronies on them.
Fourthly, in order to fight corruption to the fullest efficiency level, the minister of justice should be separate from the attorney-general. I will stick out to say we should even elect the attorney-general directly, if we want to fight corruption in the country. Can you imagine what we could have done with Attorney-General Martin Amidu being elected separately from the president; Atta Mess wouldn't have been able to fire him at will to protect corrupt elements in his government and he will only have been accountable to parliament and the people. This is the way to go if we want to uproot corruption from the public sector.
Others might have other suggestions to add to the discussion, they are welcome, as what I have said by no means exhaust the debate. I am not done yet, but will pause here, to hear from others.

Matured democracies always have people from opposing political parties or persuasions appointed to some ministerial, cabinet, Ambassadorial, Boards, etc., etc., positions—based on their expertise. It has been commonplace in the United States of America, Canada & England. But because for jealousy, envy, immaturity, pay-back mentality, etc., baby democracies like Ghana would need a real statesman to do that.
For instance, President Obama (a Democrat) maintained the FBI & CIA Directors appointed by former President Bush (a Republican). He appointed one Mr. Huntsman, a Republican, as Ambassador to a huge competitor, China, as well as many other Republicans. Even Mr. Hunts resigned to challenge Obama in 2012.
However, the CORE of President Obama's cabinet and inner circle are diehard Democrats or his supporters.
The idea of inclusive government (NOT UNITY government—Charles Buckley) is a good idea, but here are a few suggestions, if Ghana is damn serious:
1) A winning party should include only a few opposing party members in his/her administration, having carefully interviewed and vetted them;
2) That MMDCEs should be ELECTED and not APPOINTED by presidents and that resolves the problem of non-inclusion. Because if they’re elected, some of them would certainly come from other political parties;
3) That developmental projects started by the outgoing government shouldn't be abandoned or abrogated just for show of respect, continuity and avoidance of that stupid judgment debts; and
4) That many good civil & public servants should be maintained, regardless of their party affiliations. It shows political MATURITY, SENSIBILITY & SOPHISTICATION.
However, I strongly DISAGREE with Fiifi Kwartey that the continent of Africa is POOR to practice this. The continent is not poor, but rather badly infested and inflicted with BAD LEADERS, CORRUPTION, BAD MANAGEMENT, BAD INFRASTUTURE and very, very, very, very BAD human behavior and attitudes.

The current APPOINTMENT REGIME of the Government is designed to ELIMINATE those who know the CROOKS and will NOT ALLOW them to have their way.

Winner-takes-it-all is about absolutism of power. And as they say, power corrupts, absolute power corrupts. And that is why the winner-takes-it-all concept must be done away but unfortunately, these idiotic ministers don't understand it.
Winner-takes-it-all is not about bringing in people from other parties to work with the ruling government. If that is the case, then we don't have any problem because Kufuor tried that by bringing in Nduom and Mills brought Duffuor and many others from CPP. But where did that end up?
Winner-takes-it-all is more about bringing in one or two person from other party; it is taking power from the people and consolidating that power in the ruling government alone; that is unitary government and that is what is not good for any democratic country. Because, democracy is for the people, of the people and by the people. When the president appoints his Ministers and over 100 deputies, Regional Ministers, MCEs and DCEs, that is winner-takes-it-all.
For us to do away with winner-takes-it-all, we need to do away with the Unitary system and go the decentralization way. When people have the power to vote for the Regional Ministers, MCEs and DCEs then the government does not have the absolute power to do anything it wants. Unofortunately, when we talk about decentralization, some people misconstrue that as "mate-me-ho." Hell no. What is the point of Mahama appointing Regional Minister for Asahnti Region or NPP appointing Regional Minister for Volta Region. This is what is destroying the country.
Africa is not poor in mineral or human resources, so how come there is poverty everywhere. The problem is poverty of leadership; that has been the bane of development in our world. So you can bring 100 each from different parties in the Country, it would not change anything. To change, we need to change our unitary system and find people with leadership skills to steer the country.

However, as typical as to Ghanaian politicians they are noted for their idiotic off the cuff statements without given thought of what comes out. Winner-takes-it-all is about absolutism of power. And as they say, power corrupts, absolute power corrupts. And that is why the winner-takes-it-all concept must be done away but unfortunately, these idiotic ministers don't understand it.
Winner-takes-it-all is not about bringing in people from other parties to work with the ruling government. If that is the case, then we don't have any problem because Kufuor tried that by bringing in Nduom and Mills brought Duffuor and many others from CPP. But where did that end up?
Winner-takes-it-all is more about bringing in one or two person from other party; it is taking power from the people and consolidating that power in the ruling government alone; that is unitary government and that is what is not good for any democratic country. Because, democracy is for the people, of the people and by the people. When the president appoints his Ministers and over 100 deputies, Regional Ministers, MCEs and DCEs, that is winner-takes-it-all.
For us to do away with winner-takes-it-all, we need to do away with the Unitary system and go the decentralization way. When people have the power to vote for the Regional Ministers, MCEs and DCEs then the government does not have the absolute power to do anything it wants. Unofortunately, when we talk about decentralization, some people misconstrue that as "mate-me-ho." Hell no. What is the point of Mahama appointing Regional Minister for Asahnti Region or NPP appointing Regional Minister for Volta Region. This is what is destroying the country.
Africa is not poor in mineral or human resources, so how come there is poverty everywhere. The problem is poverty of leadership; that has been the bane of development in our world. So you can bring 100 each from different parties in the Country, it would not change anything. To change, we need to change our unitary system and find people with leadership skills to steer the country.

I wonder how many of today's politicians will be interested if they are paid basic monthly salary of $1,200. Even when there is no water supply to their homes(talk less of rural areas), politician are fighting for more money for NO PERFORMANCE AT ALL, whilst the ordinary people suffer. At this stage of development, we need hardworking politicians who are ready to work sacrificially. So, an inclusive government without a change of attitude will amount to nothing.

If after twenty years of this distention, we have no viable, effective local government system, then we have a big problem. Civil servants have made sure the decentralization doesn't take root so they can manipulate government and feed fat on the broken system.
For a start, let's all agree that we need all to participate in the governance of the country at all levels. Since it will be difficult to have a party give positions to the opposition, the reasonable way forward is to liberate the crippling effect of the constitution.
Regional Administration, District and Municipal Administrations must be defined by an act of legislation. This must specify the extent of what they can do without need to resort to the central government and central Parliament. This must go with the fair distribution of the national cake to the regions and the Districts and Municipalities.
I propose, complete decentralization of the Ministries of EDUCATION,HEALTH, WORKS AND HOUSING, AGRICULTURE, as well as agencies as, ELECTRICITY, WATER, POLICE SERVICE, TRANSPORT to the regions and DIstricts. Central government must make the overall policy and regions and districts can add to their peculiarity. Police set up that is community based is always more effective, in policing, because they are part of the community and understand the community and knows who are in the community. The wastage in water and electricity supply will be curtailed when Regions and Districts control the distribution.
We can the make Regional Ministerial and District Secretarial Positions an ELECTIVE POSITION? In this way different parties will be represented. This will bring some kind of "competition" for excellence for the greater good of the population. So that if you think where you live is not performing, you have the opportunity to relocate to other region or district.
The President will have no strangle hold on Regional Ministers and District Chief executives, who would only be accountable to the people that elected them.

There are big downsides to a unity government as well.
a)There's a chance for saboteurs.
b)Responsibility becomes diluted and hard to find who is erring.
c) It kills healthy competition and the need for alternative governments for a nation if the coalition does not work.
In fact, it will in that case lead to voter apathy.
But the choice lies with the parties. If they can work today in peace then I will not resist it and will in any case encourage that just to see the merger of the NDC and NPP, since they show common tendencies.
May be, in time a better alternative party will emerge.

President Mahama had the option to select his ministers from other parties and he chose not to do so. If he did that the problem of winner takes it all would have solved. Kuffour chose CPP members (such as Ndoum) to be part of his gov't. This was how President Kuffour solved this problem. The NDC is facing this problem because they are very partisan and believe in winner takes all.

Perhaps because not one party is allowed to get is way, but to get bills passed parties must negociate with one each other. In stead to teach children that if you win you get everything, children are taught that you cannot get what you need all by yourself, you need to compromise and negociate, in short, you need other people. If you need the other people, you cannot trash them (as much), because you know that you will need them.

Before you even back this idea you have to make some researches in the developed countries and find out the steps they went through in the search of way to develop. You don't just jump on the idea like that.
Why does Africa should do something different from what the whole humanity did not experiment? Are we different from human beings?
Generally, the idea of inclusiveness comes out when the peace and stability are seriously disturbed in a given country. But to include losers because they want power by all cost, it won't work. Be careful with this idea! If we do this then there is no need again to organize elections and put provision for the rotation in the head of the state.

This guy makes it sound like winning general elections is a claim to some booty that the winner takes all to benefit himself or herself or itself, be it a President or a Party.
The idea of Union Government is lurking at the back of these people's minds and they cannot let go of it. We do not really need a One-Party Government, which is what this argument seems to be nudging at.
Even though the USA has a history of having adopted some form of Unified governance at some point, the fact that she did not stay with it, should tell us that it is not an ideal system and may even be worse than what we currently have.
The problem with our system today is not the type of Democratic system we have but rather the type of people we have leading us. It is more of the character of our leaders that is dragging us along than the system itself. The only thing the system needs to strengthen it is putting proper checks and balances within it, along its various phases.
The Ministries and the Civil Servants who are like relics from the Kalabule era running them would have to be re-trained to shed the habit of teaching new Officials how to game the system. And we must use the current recapture of respect for the SC as a start to revamp our Judiciary to leave no room for corruption and send the appropriate signals down the line to the Law Enforcement folks.
When we are able to clean the Justice System and the Law Enforcement of Corruption, all other entities, people and Institutions would be compelled to conform.

When all the members get compromised to quietly share their expected 'booty' in some way that would satisfy them, the Nation would still be left with little to nothing to advance on, and the majority would still linger in poverty.
There is not vigilance that members of the Union Government could bring to the table that a strong, intelligent Opposition cannot match, if the people have it in them to show integrity at all times.
Right now, it is the idea that one goes to Power to enrich oneself and cronies that is killing us. I mentioned elsewhere not too long ago that the way President Kufuor designated his best friends to seek financial partners to tap our Oil has given others excuse to find a similar wealth-making schemes to match the envisaged affluence of those few many believe are going to benefit from the Oil deal with Kosmos. No wonder Asamoah was encouraged to introduce his failed STX Real Estate scam, using some Koreans as the front.
Then came the gargantuan Judgment Debt Payment, an expansion of a long-existing criminal phenomenon the Politicians quietly steal from us, under a thin veil of legality.
Let us stop this hopeless cry for Union Government and challenge ourselves with changing our attitudes and character to be more honest and make Ghana free of corruption. The Parliament itself ought to be ashamed of approving the fat ex-gratia for themselves and the Presidents, while the whole working force languish in abject poverty. The many strikes by the Doctors and Nurses and Professors should tell us all that something is seriously wrong with our scramble for overnight wealth in Politics. Those strikes are a reflection of these professionals' angst against the lopsided wealth-seeking scheme by the Politicians. It is our character, stupid!

Now their story keep on changing; first they said: "Oh, NPP don't have a case; then they said Nana Akufo-Addo is trying to confuse Ghanaians; they went on to say that he was no over voting, voting without biometric verification (the number of diasporan voters, which determined Mahama's victory hasn't come in the picture yet) they said Nana was wasting time; then suddenly, Asiedu Nketia began telling the court that he cannot define over voting. Kwadjo Afari-Gyan who is said to have written 5 books on African politics strangely couldn't define "OVER VOTING" too. Wow!
While the NDC issued threats to the Supreme Court, they turned around to say that the NPP doesn't want peace in Ghana. Unbelievable! Now Fiifi Kwetey who is another NDC "apprartchik" says Africa is too poor to continue winner-takes-all system. We're now getting the picture why John "Aplanke Prez" Mahama rushed to the church at Mamfe-Akwapim to say that "It's God who has ordained him to be President.
The NDC is trying to use all forms of "buga-buga" tactics to remain in power. But they lie bad! With Justices Atuguba, Dotse & Co., in the seat, they won't allow anyone to take Ghanaians for a ride. No more election fraud! They won't fail the nation; they're poised to make history. Ghana's image is beginning to soar.
We're moving forward as a matured nation, that the rest of Africa looks up to. We're peace-loving people esp. NPP people, and may it remain so. May God bless our Homeland, Ghana, and our Noble Justices and all our elders who've helped us reach this far. Amen!

Surprisingly, the other woman said, in deed the child is mine but by cutting it into two halves, means killing the child so that none of us will have a full baby. If so, please give it to the other woman because the last thing I will do is to let this child die. And then the King said, for what you've just said, now I know the true mother of the little baby.
The same is true with Ghana's presidency in the hands of the nine judges. Now NDC is crying to have the baby, cut into two halves so that NPP will have half while NDC also has one half of the presidency. If the presiding judge is as wise as King Solomon, he would have determined the true president of Ghana. I mean the create loot and share governance is darkness to Ghana, and since light and darkness has nothing in common, there is no way Nana Addo will involve NDC thieves in his government. When NPP is talking free education, NDC is talking the payment of fraudulent judgment debt to people who do not qualify to receive any such payments. So what relation does light have with darkness?
