The legislative allows the executive to do whatever it wants especially on financial matters without making any checks as to whether money allocated to realise projects is effectively used or not. They always give a blank cheque to the ministries without asking for any account. In the western countries, whenever money is allocated to a project, a detailed account of every cent used is put on paper to be verified and if the legislative is not convinced of the correct use of the money, those concerned will be immediately arraigned before the courts. This is the direction that our democracy should take otherwise we will continue to wander in the political wilderness. If the President wants to tax anything, he should also be prepared to pay unemployment benifits to those without work as is done in western countries.
