I was in Ghana in January, this year, and in Sunyani West District in particular, and I heard about massive leakages in the Toll collection system on the highways.
I got into a conversation with the driver of the vehicle I rode in to learn about that leakage. He paid at the Toll but was not given any receipt. The Toll Attendant took the cash and just looked away, signaling that she was done with the driver. So, the driver took off without the receipt. That is when I asked the driver why he did not take a receipt. His reply was a proverb in Akan that meant the Attendant had spoken to him euphemistically (proverbially) and he understood what the Toll Attendant intended.
I then jovially asked how the Gov't' could find the revenue to maintain the roads? The driver then laughed out loud and said: "you have been away from Ghana, too long".
The ensuing conversation revealed to me that the devilish old accursed Kalabule because of which some of our beloved met their executions in the 70s, 80s was back with a vengeance, facilitated by faster communication via Mobile phones to easily and quickly seek a fallacious but defensive alibi when necessary to cover the backs of culprits.
The various Police barriers I saw on the highways even as reports of highway armed robbery came through provided a complementary attestation of my fear that we had retrogressed into that horrible era of total breakdown in accountability. The driver quizzed me if I had heard about Woyomegate. I knew what he implied. " The top is rotten, Uncle", the driver said. "Need we wonder why the bottom looks hollow?" He added.
I was sadly overwhelmed by that last comment and remained silent for a long time until we found another topic to chat about.
So, this news is no surprise but must be swiftly addressed by our Officials. We cannot afford to see our strive for middle income Nation be for nought for lack of funds to build the infrastructural network needed to promote our Economy to reach that status.
