They could develop a good Customs website so payment of vehicles can be done there prior to shipment, the VIN # contains a lot of info on a vehicle, it goes down to even the color of the vehicle and could be used to do the tariff/duty etc., calculation. Of course if the vehicle never arrives in Ghana due to some misfortune at sea then money could be refunded after showing proof.
The same could be done with other shipments where they go to specific foreign trusted agents to get weighed, and evaluated then payment is done prior to shipment. In other words don't let the Ghana folks handle the cash aspect of things, only limit them to the non monetary aspects.
This could mean a lot of collaboration with shipping companies – not to ship items without the tag or receipt or whatever one gets after making the right payment. You know just thinking outside the box --assuming that there is no law that prohibits taken duty prior to receiving goods

I totally agree with you, however I think with the vehicles, the import duties needs to be reduced drastically. The government needs to look at the greater economic impart of allowing many vehicles ten years or newer into the country. The government can set up accounts with banks in various countries to collect import duties of items or vehicles ships to the country. The problem may still exist if the money in the foreign banks are sent home and corrupt officials get their hands on it, the results could be similar but at least we can keep the bulk of the money for development.
Ghana should learn from Jonathan GoodLuck of Nigeria who authorized the government to reduce the import duties on vehicles ten years or newer. A friend of mine send a 2005 Land Rover Discovery in 2011 and paid about $3000 on import duties while the same vehicle will cost over $10,000 in import duties in Ghana. The parts dealers, mechanics and car resale can boost our economy, thereby giving employment to many young Ghanaians. This will reduce the armed robbery currently going on in Ghana. I don't know if our politicians are afraid of lowering the import duties because they think expatriates will import better vehicles than they owned or is just seer shortsightedness.

Most or all Ghanaian civil servants are corrupt in one way or another and parliament don't seem to mind. The only thing MPs agree on without any problem is a pay-increase for themselves, which is usually voted on unanimously by all members.

Let us look at it this way too, if you have high taxes in a place like Ghana it is a recipe for corruption because if the importers feel if they pay that high taxes they will not make a profit or even lose they will find all means to corrupt the system because everybody will like to pay something little to officials instead of paying high taxes to government to run at a lost, after all they are in business to make money.
The government should take a second look at the high taxes at the ports too which is not benefiting the government anyway but only fill the pockets of individuals.
Most Ghanaians do not love their country, hence all these problems.

Nevertheless, it is a national challenge, and untill something is done about it we will continue to lose revenue that the government relies on to pay civil servants, as well as social programmes that many Ghanaians depend on. We need collect effort regardless of ones political affiliation and tackle this madness.Doing nothing is not an option, I believe we can try many technologies at our disposal to tackle this national tragedy.

They could develop a good Customs website so payment of vehicles can be done there prior to shipment, the VIN # contains a lot of info on a car, it goes down to even the color of the vehicle and could be used to do the tarrif/duty etc., calculation. Of course if the car never arrives in Ghana due to some misfortune at sea then money could be refunded after showing proof. The same could be done with other shipments where they go to specific foreign trusted agent to get weighed, and evaluated then payment is done prior to shipment. In other words don't let the Ghana folks handle the cash aspect of things, only limit them to the non monetary aspects.

But, "hell to the no", they will make your life miserable in Ghana. When you need just a signature on a document, they will tell you "the manager" is not there. It would take a whole month for mere signature because you didn't pay. It is indeed very sad!!

The Police; everyone in Ghana including the President knows the police are corrupt, they mount barriers or check points at various locations and what do they do, just collect money into their pockets. some will go as far as writing numbers down and checking them making sure that the poor taxi driver pays his One Ghana per day. It is in all sectors of the Ghanaian economy, and this makes living in Ghana very difficult. Even in some hospitals you would have to pay before a Doctor attends to you. Are we serious as a nation. Now every youth you talk to would like to travel outside as it is seen as the only way one can make it in life. Who to blame: the leaders, we have leaders who have no vision, they travel everyday outside of Ghana and appreciate the hard work of the oyibo man, yet with all the resources we have we are unable to develop our country. Go to the Market places, almost every commodity is imported from outside the country. I am sorry brothers and sisters for out nation. Its bad.

Everything in Ghana is shrouded in the NDC clan or on party lines with the president himself not setting any good example. These officers at the port are no fools to sit and watch parliament dole out funds among themselves and the president rigging elections to steal wealth, instead of setting a good example for the people to follow. The sumary is that we are all taking turns or contributing to destroying ourselves without any compassion for one another. For example, how on earth could you levy a duty on a shipment so prohibitive to make the importer abandon his/her consignment to be auctioned off.That is not how a nation is built and developed.
while the president and his ministers are busy stealing, the officers at the port are also making huge living but destroying the revenue opportunities for the country. The president is unable to go after them because he does not have the track record to defend himself. We lift our hands to the Almighty Father!
To eliminate most of these corruption in Ghana- the got must invest in techology this will cut out most of these middle men and the govt will see it revenue directly into the account
