What is Government doing about ALL these several interests by Independent Power Producers, IPPs?

There are MANY of them going around frustrated by the SAME Government which claims they are looking for power for Ghanaians!!

They don't want to bribe to get the business..Even 1 of the richest men in America(Warren Buffet) paid $4.7 billion dollars for an electric company serving the Nevada area(including Los Vegas)
