What kind of agreement? What else do you want? That was what the groups agreed on; and once both groups accepted the conditions, it became an agreement. They agreed to arrest the chief of the rivalry group if a member of the opposite group is killed - not explaining wherever, however, whenever, and whoever does the killing. Both groups agreed. So, it is up to the Police expertise to expose the killer (s) and to charge or free the rival group chief.
