Why is this almost brand new expensive equipment lying idle?

What support arrangements were put in place to provide for servicing and repair during its predicted operational life?
How were they funded in the first instance?
Occurrences of this nature do not bode well for the future prospects of raising overseas financial aid if hard earned dollars or pounds are squandered on equipment that is simply abandoned and left to rot.
What's going on? Who is responsible and what have they got to say?

Are those who have been employed in our institutions doing their jobs at all? Is Ghana not becoming a country of talking rather than of doing? By writing and verbal talks, our people are brilliant, but really useless when it comes to doing things. Generally, our written feasibility report is always beautiful but the application is always a problem. Write it, do it are two different things; so too are, acquiring it and using it. Ghanaians find it difficult to manage the latter. It's a shame!

Because, they will not accept one man who proposed each should walk in the Super Market, buy whatever they wish for the grilling. Our BIGGEST PROBLEM as a Nation is that NOBODY IS RESPONSIBLE for such NEGLIGENCE and of course, NOBODY gets punished!! When do we EXPECT the RIGHT BEHAVIOUR and things to be done PROPERLY ???

This is why the Republicans in the U.S.A hate government meddling with what private enterprise should do! But Ghana has a socialist government!! i.e. the govt. should do everything for the people.
