The answer is clear and simple concerning TOR: "The whole management is dishonest", and those assigned responsibility to ask questions in the interest of Ghana have also been corrupted.

All too often those who initiate privatization schemes are the very ones who stay on the state payroll and milk it dry for eternity. Examples: Kwesi Botchwey, longest-serving Minister for Finance (13 years!) and Financial Advisor to Mills and now Mahama at the Castle (one of the "Castle Mafia" since 2008), Totobi Quakye et al. Botchwey was infamously responsible for the destruction of over 300 Nkrumah-built enterprises in addition to administering all the toxic prescriptions of the IMF/World Bank. Prior to his political appointments, he was a lecturer at Cape Coast University. So, other than working as a lecturer at the private Tufts and Harvard universities in the US, Mr Botchway has never worked a day in his life in the private sector. Then there is "Sir" Jonah, the traitor who sold Ghana's golden hen to foreign interests and got knighted for his treason. He's been on the state payroll all his life in Ghana. Bought mines in South Africa with his kickback from Anglo-American but cannot create a "private" job for himself. It's much better for him, apparently, to milk Ghana forever as Vice Chancellor of Cape Coast University. Ghana now only gets peanuts from its gold mines even though the price of an ounce has been $2000 and counting for several years now. Totobi Quakye, who was the Chairperson of the Divestiture Commission, also has never worked in the private sector in his life. He continues to be on the state payroll while hundreds of thousands of university graduates go unemployed as a result of the devastation he and Botchwey have caused with their "divestiture" of state enterprises.

I am very surprised by Mould's suggestion of privatizing TOR. Alex currently makes more money by taking bribes from companies that sells refined oil products to Ghana, so he does not have any incentives in buying refined oil products from TOR.
Alex is being fooled by companies that he buys refined oil products from, and he does not even know. Take Nigeria for example, Nigeria produce a lot of oil, but buys refined oil. Refined oil cost more than raw oil, so Nigeria loses money everyday buy exporting raw oil, and buying refined oil.
Alex suggestion will put us at par with what is going on in Nigeria. He does not even know that the sellers of refined oil to Ghana does not want TOR to refine oil for Ghana, because if TOR is in full function, that will cut into their market. I will not be surprised if Alex Mould gang give TOR away for peanuts and see the life blood of the country controlled by outside forces. If they can control oil product in Ghana - they control your economy. There is a reason why the visionary Kwame Nkrumah built TOR, and Alex with his myopic MBA brain from Kellogg does not foresee why we need to have TOR in full operation. There is a beautiful Akan saying that “wotwa wo ketrema weia, wo wea nam” (if you cut your tongue and chew, you have not eaten a meat).

TOR should not be sold. The same arguments which were put forward culminating in the wanton sales of GIHOC industries in the 80's are being used again by Alex Mould & Co. to have Tema Oil Refinery (TOR) sold to private investors - some of which have Mould & Co. involvement in their businesses. The government should ask itself; what happened to those state industries which were sold? Are they better now than when they were in state's hands? Are they functioning or sold by one company to another with no contribution to the national economy? Where are those who bought them? What happened to the employees who were wholesomely laid off? What contribution has one or two of the industries which have survived made to the national economy? Where are the proceeds of the sales? What were they used for? Were they used to regenerate the economy? If so, what dividend have they provided to the country?
Honest answers to those questions are required to decide whether it is in the national interest to sell TOR to private entities. In truth, TOR has a monopolistic position on the economy than the GIHOC industries. Therefore, if it is sold it will have a far greater impact on the country, both economically and socially. It really does not make sense, when Ghana is an oil producer, to sell off its main refinery. Some private investors will use it to strangle the country. It may be used both as a political weapon and economic stranglehold of the country by the owner(s) especially, when they find the government a menace. The warning is clear and precise!
Of course, the government can still borrow to rehabilitate the refinery. And all it needs doing is engaging COMPETENT outside managers, not the likes of Alex Kofi Mould and others who have proved incompetent, to manage it. If it is well managed, doubtless, it will pay off the borrowed amount. On the other hand, if the government listens to Alex Kofi Mould and his backers and sells TOR, a future generation will judge the government, accordingly, and bring TOR back in state's hands. Your are warned, Mahama and the NDC!!!

My suspicion is that they've perpetrated an intentional mismanagement of the the Tema Oil Refinery in order to give it the bad name that would necessitate its privatization. If the President is interested in making the TOR a viable state asset he will make sure it's managed with the best management practices available. Why do we expect mediocrity to do the job with effectiveness and precision? The entire government of Ghana must be managed like a business entity to be successful. Hitherto the business of Ghana has been done with a nonchalant and reckless attitude because those entrusted with its management by the people dont feel accountable to the people of Ghana. Ghana as a business entity has been bankrupted by embezzlements,misappropriations,profligacy and corruption. This is the reason why the economy has flatlined for so long. We also have a history of selling state assets to cronies and front men. What we cannot continue is doing the same things that have resulted in countless failures because the results will be the same. The government of ghana for once can decide to replace their incompetent cronies and sycophants with hardworking result oriented people who will for the first time in our history get the job done. Alex Mould and his gangsters should start their own refinery to augment the current capacity and also bring some competition to bear. This idea of selling state properties have terrible track record.
