  Tax collection is very bad in the country because the officials collect money for themselves and help the potential tax payers to evade taxes.
  This does not enhance developement.

  We notice that even the rich industrialised countries are working togather to retrieve monies taken outside by their citizens. A lot of Africa's money has been banked in Europe
