IMF must first advise the government to exercise discipline over its budget.It must also advise the government to stop the widespread corruption which amount to official looting.
The economy loses more revenue every year as a result of economic mismanagement and official looting than any salary demands of public sector workers.

Getting control over its budget is what IMF is talking about. I do agree with you government should weave itself out of IMF tentacles as President Kuffour did but they are right on point here.

Government should cut down on its budget expenses and if you are trying to reduce your budgetary expenses, you cut down on where you are spending your money. At present, Ghana government is spending 75% of its budget on wages due to the implementation of the SSSS policy.
Ghana is flirting with disaster if we fail to do something about the wage bill of Ghana. We were spending only 25% of our revenue on salaries before the implementation of the SSSS policy which has bankcrupted the government at the moment.
European governments spend an average of 8% on government salaries. USA spends about 3% of its budget on federal government workers.
You cannot spend 75% of your revenue on salaries alone which leaves you practically nothing for infrastructure development after paying interest on your deficits and other obligations.
The biggest problem for the government of Ghana at the moment is the runaway government salary bill.
