  must be accountability for the past
  grants.I personally do not hear of any
  grant being put to good use with good
  returns.

  These supports do not work and will not, the reason being govts do not see these monies as that which have to be paid back. Why don,t you give it to the banks who have the systems to disburse and collect these monies.
