The argument being put forward by former and current MPs who have put effective defensive system against the hullabaloo of their ex-gratia very disturbing. If their argument is not flawed or ludicrous, then I don't really know what to say. In most of their arguments, MPs like Hon. Rashid Pelpuo and Ken Agyapong are of the view that they pay school fees, hospital fees, and make funeral donations to most of their constituents.
In the meanwhile, ministry of youth and sports can over spent its budget over 200,000,000.00 dollars, but we can't find 50,000,000.00 dollars to fund our national unique identification cards project. Instead of the sixty millions dollars the agency asked for, two million was appropriated for them in the budget.
Two friggin' million lousy dollars for unique ID cards. Talk about vulgar dissipation of our measly funds and the mismanagement of economy.
Massa, mark it on the wall, Ghana will never see the decoupling of ministry of Justice from the Attorney General, or the Right To Information Act. the reason for the above is simple, due to the criminality of our political class and the wickedness in high places.

In 1990 the then PNDC strapped End-Of-Service Benefits, which are not contributed to by workers, unlike Social Security And National Insurance Trust. The argument brought forward by the then PNDC was that most state institutions are finding it hard to pay the End-Of-Service Benefits of their workers when they go on retirement or terminated from employment.
End-Of-Service Benefits are in various forms and are to thank the worker for dedication to work. End-Of-Service Benefit, End-Of-Contract Benefit, Terminal Benefit and Redundancy Benefits can all be termed to be ESB, since they are all paid at the point in time when employment relations between the employer and the employee ends. ESB is therefore a cash or payment in any form to a worker for his or her unemployment, settlement and most of all in appreciation for work well done, without laziness, making loses for the employer and others.
In this case an Ex-Gratia, then is an amount or remuneration in any other form paid to a worker after he or she received his or her ESB. Meaning that Ex-Gratia is an addition to ESB because it is an extra thanks (Ex-Gratia).
Ex-Gratia has been abolished by a decree and confirmed by our courts, thus it is illegal to pay an Ex-Gratia, when especially it comes from the state that in 1990 paid the Ex-Gratia to all its employees and even went further to force private companies to follow suit.
Thus Ex-Gratia in any form being paid by the state to anyone is an illegality. It is on record that supposed experts in labour administration and remuneration stated that even an End-Of-Service Benefit should not be paid to any worker if he or she has not made any contribution to it, hence the introduction of their third tier in the current Pension Act, 2008 (Act 766), that the same was approved by the Ghanaian Parliament.
It means that parliament is saying that those in agriculture, production, distribution and services, rather then legislators are not entitled to End-Of-Service Benefit, even before an Ex-Gratia. How can parliament that ruled that no contribution no chop chop twice what it has not contributed.
In the event of this there is no legal and moral basis for the state and judiciary to prevent people from being paid their End-Of-Service-Benefits. A quick look at terminal benefits of people in high position also brought to the fore that the majority of workers are regarded of just slaves in trall of employers including the state.
I have been proposing that citizens going on retirement since 2008 must be paid Ex-Gratia and those on retirement since 1991 must have the Ex-Gratia computed and added to their pension, paid in lump sum or added to their monthly SSNIT payments.
I advice all workers even those in the security services to form and join various provident funds to which the employer should as well contribute depending on the percentage from all the parties to be arrived at. Since people above 45 years of age as at December 2012 are not be belong to any provident fund, then it is obvious that they must be paid an ESB and that that payment should seize to have effect from January 2027, because that is the time when all those who are not enabled by age to contribute to providence funds shall phase out from employment. It means

Why the law make it that the third tier should not be run by SSNIT because it is seen by supporters of the private sector in drawing the bill that the state is being given more economic power. We stated on the day the bill was introduced to the public that is was just a capitalist economic policy to make some people rich on the contribution of workers and create more players in the insurance sector. There is even the likely hood that some of the scheme custodians and administrators will turn into thin air after making themselves rich at the expense of the fund contributor. We have seen how fund administrators and custodians are not able to account for workers pension in most advanced capitalist countries, and that even in most cases even the state does not come to their aid.
