In America all you need to do to start a business is rush down to any city hall in a particular town or city , pay a few bucks as low as $25 dollars, take three minutes to fill some forms requeasting tax information (usually your social security number) and be issued a lisense instantly. This is done without bribery, long forms in purchased folders , name search fees or running down stairs chasing messengers and clerks for follow-ups that can go as long as one month in this impoverished country called Ghana.
The silly notion of adapting the Ghanaian registration process comes with a big disadvantage. The process derails the revenue collection spirit behind it because at the end of the day fewer than a handful of individuals who are willing to pay their ways through come out with documentations some delivered in parking lots by clerks who serve as go-betweens for their greedy masters.
In a typical US town business regitrations are dependable revenues against administrative budgets and are looked upon with seriousness.
We can empower local governments to encourage and collect registration fees to be designated for local developments.
On a positive note the President played upon the idea of charging local officials to come up with plans to neme and number each street in their communities. Local governments must be statutorily empowered to raise revenue to perform expensive functions like that. Maybe we can do things better if we initiate them from home at local levels. People turn to patronize when they feel the homeliness that comes with their sacrifices. "All pollitics are local" as once remarked by a US speaker of the house, Tip Oneil.

What is the guarantee that when an investor chooses to invest in Ghana his /her potential workers will not disrupt business with strike actions?In such a milieu, the best an investor will do is short term invest. This means just invest in a sector where one can reap returns in a short space of time and then repatriate your profits and then leave. This is why the Chinese have taken Ghana's mining sector hostage.
