Recent news stories seem to suggest that the National Youth Employment programme (NYEP or GYEEDA as it is now called) has been poorly managed and I believe there is an investigation into its operations. The key questions to ask are the following:
1. Why was the NYEP/GYEEDA set up in the first place? If it was set up to provide an avenue for youth employment or work expereience, then
2. What were the terms of reference and ar ethe goals being achieved and
3. How is the organisation financially managed? Is there financial propriety, probity and proper accountability?.
Finally, if the answrs to these questions are not clear, then surely a proper investigation into their stewardship is both necessary and urgent. It seems to me there is some form of investigation.
The decision to "freeze" payments to GYEEDA may be a knee-jerk reaction on the part of the minister for youth and sports, especially if it results in such "massive youth unemployment". Afterall the youth involved here were not responsible for thei financial management of the organisation, nor were they complicit in any apparent financial mis-management. So, why punish them?
That said, if the GYEEDA/NYEP was set up for a finite period and for a specific purpose, has the purpose been realised? and if these young chaps are being made effectively redundant, where do they go? Are there any plans to re-locate them? Are these youths operating within the National service system by any chance?
Surely the government needs to think these things through carefully and weigh all the options before taking any actions that will likely affect the livelihoods of many. It is not for political expediency, but for the sake of helping the youth into the world of work. Although I do not share the "sensationalist" Daily Guide reporting (and am not privy to the actual details/facts of this case), I rather worry that so many young people can be made redundant just at the say-so of parliament's majority or the minister for youth and sports. I will certainly not buy into any idea that it is part of "austerity measures" because the national coffers are dry!!!
Much as I doubt that GYEEDA was set up 'to further the NDC's political ambitions' I suspect any unwise decision to 'punish the youth' for the misdemeanours of those in leadershiop who were supposed to be managing the programme is rather unfair and could hurt the government and NDC politically if youth voting poatterns are anything to go by.
My understanding was that Honorable Pele Abuga at one time was responsible for running NYEP. I hope that in getting to the bottom of the functioning and management of NYEP and GYEEDA, he, along with others involved in running the organisation will be called and held to account for their stewardship.
There must be a ZERO tolerance for poor performance and mismanagement at all levels of government and governance, and there should be transparency about the process of scrutiny without cheap political point-scoring as is often the case in Ghana (and elsewhere including the United States and Britain) in cases like this one.

In as much as the Ewes have been mislead into committing various acts of atrocities against their fellow Ghanians mainly the Akans and therefore have become the curse of Ghana equally so have the Ashantis become the sorrow of the Akans with the likes of tribalist General Acheampong and kuffuour in their selfish greed and blatant disregard of the welfare of the rest of the non Ashanti Akans . we see the future in a confederation of 5 regions of Ghana with the fanti speaking central and western region being one entity , ashanti region another and the 3 northern regions a third and so on . these same ashanti boys were the ones who brought rawlings in 79 and 81 and today hold the country to ransom because of a conflict with the ewes about how much they could loot and steal from the rest of the nation . this conflict reflects in the perpetual antagonism of the npp and ndc denying us all the right and possibility to develope a country we can all be proud of . if the confederation doesnt work then we should all have the option of going our separate ways. today we see npp and ndc openly quarreling while the gurus continue behind the back door and under the table business as usual plundering the little that is left together with their corrupt civil service , a very sad situation indeed .
