In the early 80's we liberalisd the economy which was good but our state do not have systems, processes and procedures to let these free market benefit or people. As former Head of Bank of Ghana , how can the Ministry of Finance ask secondary banks to buy Teasury Bills with customers deposits? IRS, SSNIT, Customs cannot collect monies due to the state. Audit General cannot audit the state. Illegality must not mean an attack on free trade. Let our governments build the state and fight for free flow of Ghanaian goods and services abroad. Our weapons in this battle should be efficiencies in our systems, processes and procedures.
