    What kind of engineer is this?so he never saw the sea for all this period he has been there?.Even the original material used took long to deteriorate,even when i used to work there ie 1990 the Balustrades had little rust.

    Structural integrity is not compromised at all .We are talking of Balustrades which can be replaced easily.They are rusting because they are metal.Balustrade utilized at the coast requires special types.

    It reminds me of those contractors who when building a house for a client, build one for themselves, in the process - FREE.

    How? By using half the required cement for the client and using the other half for him/herself.
