The National Development Commission should be empowered to do this planning in consultation with MOFEP and the Bank of Ghana. There musr also be input from the universities, research institutes and other key stakeholders.
The plan must be laid before parliament for approval and be made public.

Any review of the previous plan? How did we fare? Did we achieve 20%, 30% 60% of our objectives? What were the main drawbacks? Why did we fall short? What are the lessons learned? Please get rid of the non-performing executives and personnel. Thank them and let them loose, it is enough.
The usual 3-year plans are too short and do NOT WORK. I agree with Sankofa for a 20-year grand plan sanctioned by parliament that requires the latter's approval for a revamp. We cannot have any structural change that can be tempered with at the whims of any political party or leader. The 20 year plan must be reviewed every 3 years for progress with recommendations. I believe the government should get some of our best brains (non-partisan) camp them somewhere and ask them for a plan with a deadline - PRODUCE A PLAN OR YOU ARE STUCK. I think we should NOT bring in the BoG, MOFEP, and National Development Commission. Why? These entities have been around for a while and they don't work, don't talk among each other, they are fighting to be supreme... we should not create another non-working entity that will just waste our very scarce resources.

Hello Mr. Minister, there is no point re-inventing the wheel. Kindly go to the NDPC library and pick a copy of the Vision 2020 and you will easily find all these things you are talking about cleary there.
