Please take out the "World Class" policing status from your description of the Ghana Police service as the level of incompetence from the top-down to the lower ranks of the Ghana police service will not enable the Ghana police service to come near world class in the near 50 years.
If in doubt walk into any police station in even Accra, the capital and compare it to the average kitchen in Ghana and see the difference. I recently went to the Korle Bu Police station and was dumbfounded by the state of the station. The state of the station was not different from an average kitchen in Ghana.

How do you implement a five year plan without having a viable database or statistical methodologies in fighting internal crime? We need a combination of well educated crime analysts and criminal intelligence officers to battle internal criminals. BNI must come out with a clear strategy, its law enforcement capabilities are questionable as we question if its an intelligence gathering institution or a political law enforcement agency.
They need to organise a major security symposium and most of us with Western styled security experience will come back home to help the agencies.

How do you implement a five year plan without having a viable database or statistical methodologies in fighting internal crime?
We need a combination of well educated crime analysts and effective criminal intelligence officers to battle internal criminals.
BNI must come out with a clear strategy, its law enforcement capabilities are questionable as we question if its an intelligence gathering institution or a political law enforcement agency.
They need to organise a major security symposium and most of us with Western styled security experience will come back home to help the agencies.
