People who should be retired like Newman and Benyiwa etc. are all being forced/cycled into other positions. How effective are these people anyway, and yet they are getting fat salaries. The question of controlling public sector pay confronts all governments and how you deal with it requires tact and goodwill both on the part of Trade unions and government. In countries like UK and Ireland which are far more developed than Ghana, there have been severe squeeze in public sector pay and in countries like Greece, Spain and Portugal, we have all seen the chaos and continuing strikes and agitation going on there because of actual and serious cuts in public sector pay.
Ghana is not alone in having to confront a huge wage bill which threatens to derail its economy and I think that the government should rather be applauded for raising the issue in such an honest manner. Others would hide it and allow the problem to fester. By bringing it up, in his State of the Nation address, the president is saying that we cannot continue down this path if we want to meet our national developmental objectives. What the government should be doing is engaging with the labour unions to seek meaningful solutions to the problem. We have seen the gridlock in Washington because parties simply refuse to objectively confront issues of public spending and the national debt.
It is all well for IMANI and other groups to criticise but what we need are solutions. In a recent comment, I argued that though occasionally necessary, the impact of fuel price increases needs to be carefully analysed in its totality in terms of economic impact.
Sometimes, it is better for government to absorb the 'pain' rather than transferring it to the public because of the 'snowballing effect' of fuel price increase on prices of goods, services and inflation as appears to be the case in Ghana now. This, at a time when there are serious problems in the energy sector contribute to hardship and gives the 'irresponsible opposition' in the country the excuse to accuse government and give the impression that the government is incompetent.
