The Mills-Mahama government of 2009-2012 nixed this project, just as they did with all NPP projects in the pipeline. By now we would have had a second refinery up and running. Also nixed by the NDC was the Chinese funded plan to expand TOR and restructure it for privatization.
The incompetence of the NDC administration is writ large all over the energy sector of Ghana. In the past 4 years not a single new power plant came on stream even though NPP left a ompleted plant - OSONO. Due to NDC "skin pain" this plant is still not fired up.

Don't we all wish and hope that things will change one day? Well, if wishes were horses, even beggars will ride. Yes, we have not had any good leaders but the people are not that much different from the leadership. Corruption and dishonesty permeates all aspects of our culture. These are the main problems.
LACK OF LEADERSHIP + DISHONESTY + CORRUPTION = 55 WASTED YEARS OF INDEPENDENCE. But, can we really call it independence? We are always borrowing money for something. Well, some of us just hope that daylight will come, one day.

It is one thing to suggest that building a new refinery in Ghana doesn't make economic sense and quite another to claim that government has no business building refineries. It seems that the transformations occurring in the rapidly developing countries still haven't done enough to disabuse our useless Western-encouraged thinking about the proper role of the state in developing countries. There is absolutely nothing wrong for government to lead in investing in capital-intensive projects so long as we inject market principles in the management of SOEs, which is what the most successful developing countries have succeeded in doing.

PDVSA is the Venezuelan state oil company. PDVSA also owns refineries and tankers. In fact in 2005 it announced plans to triple its tanker fleet to 58! Unlike Petrobras,it does not prospect for oil itself but gives concessions to various foreign companies.

The internet was developed and used by the U.S army before the private sector took over. The microwave oven was developed by NASA another U.S government agency. About 80% of schools in the United States are owned by local and federal government. All Airports, roads, railway lines in U.S. are owned by local, state, and federal gov't. During the 2008 financial crises in the U.S. the federal gov't rushed and used taxpayer funds to bail banks, automobile industries etc.
As a developing nation, we should be very careful when we apply western economic theories to our development plans. On the surface you would think that the Western nations are adopting fair free market systems, but "deep down" there are a lot of gov't support.
Certain projects could be left to the private sector, others could only be done by the government, and the rest by gov't and private sector partnership.

Other countries are looking and developing alternative sources of energy. A time will come when your oil will worth pennies. This is the time for you to make the best out of this source of energy the Lord has given you. Your leaders must think and develop this nation. Have a national project. Gov't officials, make names for yourselves! build lasting freeways, highways cathedrals, world standard schools,colleges, universities and develop curriculum that will make your students competitive with the rest of the world. Before 1979, there was a never a time Ghanaians had to queue for petrol. The price of crude oil was below $18 per barrel. The strategic importance of the State holding onto the only oil refinery in the country became less important. Ghana did not have much money to pay for crude oil right away. As a political and economic control on Ghana, the 3 month credit was suspended. Since, that period Ghana have experienced many hiccups of fuel shortages after adjustement with our creditors.
The government ought to depend on taxes from a private controlled-refinery. The Tema refinery must be sold, and individual Ghanaians who are interested, should buy shares. The private owner would not subsidized any local agency and operate it to make profit. We won't run out of fuel if what Mr Moulds is proposing is put in place.
What about a private refinery to buy Ghana oil, refine it and use some internally and export the rest to Burkina Fasso, Togo and Northern Cote D'ivoire?

Having one oil refinery is like Ghana is putting all her eggs in one basket and when it breaks down the country will face difficulties.
Look at Nigeria.They have no oil refineries though the country is number 8 oil producing country in the world.Their oil is refined in another country and sold to them.Ghana should not do things like in Nigeria.We have to approach things like Ghanaians and work properly and organized so we shall be set as example as always for other nations in Africa. Many people are of the view that a second oil refinery is needed and very argent in Ghana.
Oil refinery will help reduce fuel prices because the fuel will be refined in the country and the cost of production will be reduce hence cheaper prices for the consumers and by this method our economy will continue to grow positively.Your excellency Mr Alex Mould please if you read this please have in mind that Ghana needs a second refinery and it is only the government that construct it or put it to private investment for Ghanaians and am sure some one will like to invest his money on it for the betterment of the country.
