I wont be surprised if this policy was dictated to the government by our creditors like IMF.
What we have to do is invest in refinery and refined some of our oil for local consumption.

The solution is to invest in crude refinery for local consumption because we cant afford to buy oil on the world market and subsidized it, our economic is not strong enough to sustain it long term. Our creditors will stop lending us money.

Even if it makes economic sense (which I don't believe, for the reasons that you have clearly stated above), fuel is one essential thing that affects us in many ways.
Politicians have allowed TOR to be idle. Nkrumah built facilities like TOR, Akosombo, Valco, etc. to serve our needs; yet government after government have allowed these to be run down.
