With more and more people installing Air conditioners, all buildings using them should be insulated, at least the ceiling. Also there should be graduated billing. I suggest three tiers. Base line to be average demand. As ...

With more and more people installing Air conditioners, all buildings using them should be insulated, at least the ceiling. Also there should be graduated billing. I suggest three tiers. Base line to be average demand. As consumption increases due to extra appliances the rates should go up. This will be sufficient incentive for people to look at efficiency to hold down their bills.
