Gift Tax is not realistic, unless it involves very huge amount or very high value.
If your uncle buys you a brand new laptop 2,000 Ghana Cedis, for your birthday, do you have to pay tax on that?
If your son abroad, buys you a car, as a gift, do you have to pay gift tax on it?
If the MPs and ministers go round their constituencies, and their given gifts like goats, food crpos like plantain, yams etc, and sometimes cash, will they pay gift tax on them?

Don't even think about it because the developed countries who take such taxes pay welfare benfits and other good services to the citizenry.
As someone rightly said start paying those ten percent you get as bribes and it will be enough to run Ghana.

You do not have a proper tax recording, collection and payments system in place; you do not collect taxes from foreign companies trading and making money in Ghana, you have no way of reporting anything about taxation in this country. You spend tax payers' money and the country's resources paying dubious judgement debts to ppl who never had a contract with the government.
Now you are here picking on peanut taxes from those who are giving gifts to their loved ones. What really goes on in the heads of these so called leaders and captains? They do not have a clue about their roles in government. Were they given a job description in the first place to specify their roles as appointe or do they do their work on an adhoc basis; dream up the policies as you go along. This is totally unacceptable and anyone who criticises will in return receive insults from those who less and yet in power.

In Ghana today it looks the rich and the very well-to-do are most likely to evade taxation on their annual earnings. While the Ghana Revenue Authority makes it a point to go chasing after lower earners in petty jobs they however, innocently give way for the middle-income and top-class group of earners to run away with income tax avoidance. The culprits here are most likely to be MPs or popular high social-climbers in the country.

If The Acting Deputy Commissioner of the GRA, knows why she is occupying the position she is in, she wouldn't have uttered this childish and thoughtless point.
Instead of devising systems and controls to make it difficult for people to avoid and or reduce taxes, she is rather begging people to pay taxes on things which are not important considering the stage of the country's level of development and the standard of living of the people.
Ghana is not developing people its leaders don't have the ideas (brain software) to come up with ideas, policies, programmes, systems, and controls to implement to address the challenges faced by the country.
My observation with Ghanaians from top-down is that we are comfortable describing problems but we don'put forward ideas, systems and steps to solve those problems.
Hence, peole like the Acting Deputy Commissioner, are offered jobs that they cannot perform in. Most people in positions of power or influence in Ghana are there not because of their achievements but by virtue of their titles or job descriptions.
A case in point the nominated finance, his credential is, he was (by appointment), a deputy finance minister, a member (by virtue of his position) of the monetary policy committee of the Bank of Ghana and was involved (level of involvement unclear) in the introduction of VAT in Ghana.
The issue is, what were his achievements which qualies him or her for the job?
