    May I ask,so Ghana with all her abundance of natural resources don't have $24m in her coffers to pay for this irrigation project except a loan India?

    Ghana has more than that but it is in USA banks the called it future or generation and stability money.If government go for it UP/NPP and CIA will overthrow the government like what the did to Dr.Kwame

    DOESN'T IT SOUND IRRATIONAL, FOR A SUGAR FACTORY TO BE BUILT WITHOUT FIRST KNOWING THAT, IT HAS TO BE FED IMMEDIATLY WITH THE NEDDED RAW MATERIAL (SUGARCANE) FOR ITS PROCESSING.
