Assuming it's true that small-scale mining license acquisition is transparent, should the agency not tie responsible mining to the acquisition of licenses? With all the wanton destruction of lands and pollution of waters by miners, (it's not only galamsey miners that destroy lands and pollute waters), tying some conduct of responsibility to these licenses will add some teeth to enforcement of responsible mining codes while encouraging licensees to be aware hat they'll lose their license if caught destroying lands or polluting waters. This will help the EPA in its regulation of miners.
