PAC commends Akatsi-North District

The Public Accounts Committee (PAC) of Parliament Friday commended the Akatsi-North District for being the sole district among all the Metropolitan, Municipal and District Assemblies (MMDAs) to provide receipts for statutory payments made to it.

Mr Kwaku Agyeman-Manu, PAC Chairman made the commendation when core staff of the Assembly led by Mr James Gunu, District Chief Executive (DCE) came before the Committee on the fourth day of its public sitting in Ho.

The Ho sitting was to consider reports of the Auditor-General on the accounts of MMDAs in the Greater-Accra, Eastern and Volta regions on their management and utilization of District Assemblies Common Fund (DACF) and other statutory funds for 2010, 2011 and 2012.

The Assemblies were also quizzed on infractions in the Auditor’s Report on the use of their Internally Generated Funds.

Mr Agyeman-Manu said the provision of those receipts by that Assembly (Akatsi-North) was exemplary.

Mr Gunu, a Corporate Governance Professional and businessman said for him collecting those receipts was following the accounting norm.

He said he had to pursue, track, convince and insist to get them.

Generally, infractions put against the Assemblies included non-provision of receipts for some transactions made with the Member of Parliament’s Common Fund, non-retirement of impress, laxity in financial management and weak internal audit systems.
