An offer is made to transfer millions of dollars in "over invoiced contract" funds into your personal bank account;
You are encouraged to travel overseas to complete the transaction;
You are requested to provide blank company letterhead forms, banking account information, telephone/fax numbers;
You receive numerous documents with official looking stamps, seals and logo testifying to the authenticity of the proposal;
Eventually you must provide up-front or advance fees for various taxes, attorney fees, transaction fees or bribes;
Other forms of 4-1-9 schemes include: c.o.d. of goods or services, real estate ventures, purchases of crude oil at reduced prices, beneficiary of a will, recipient of an award and paper currency conversion.

Ghanaian "SAKAWA" Advance Fee Fraud Overview
The perpetrators of Advance Fee Fraud (AFF), known internationally as "4-1-9" , SAKAWA or SEKAKURO.
Unfortunately, there is a perception that no one is prone to enter into such an obviously suspicious relationship. However, a large number of victims are enticed into believing they have been singled out from the masses to share in multi-million dollar windfall profits for doing absolutely nothing. It is also a misconception that the victim's bank account is requested so the culprit can plunder it -- this is not the primary reason for the account request -- merely a signal they have hooked another victim.
In almost every case there is a sense of urgency;
The victim is enticed to travel to Ghanaian or a border country;
There are many forged official looking documents;
Most of the correspondence is handled by fax or through the mail;
Blank letterheads and invoices are requested from the victim along with the banking particulars;
Any number of Ghanaian fees are requested for processing the transaction with each fee purported to be the last required;
The confidential nature of the transaction is emphasized;
There are usually claims of strong ties to Ghanaians officials;
A Ghanaian residing in the U.S., London or other foreign venue may claim to be a clearing house bank for the Central Bank of Ghanaian;
Offices in legitimate government buildings appear to have been used by impostors posing as the real occupants or officials.
The most common forms of these fraudulent business proposals fall into seven main categories:
Disbursement of money from wills
Contract fraud (C.O.D. of goods or services)
Purchase of real estate
Conversion of hard currency
Transfer of funds from over invoiced contracts
Sale of crude oil at below market prices
The most prevalent and successful cases of Advance Fee Fraud is the fund transfer scam. In this scheme, a company or individual will typically receive an unsolicited letter by mail from a Ghanaian claiming to be a senior civil servant. In the letter, the Ghanaian will inform the recipient that he is seeking a reputable foreign company or individual into whose account he can deposit funds ranging from $10-$60 million that the Ghanaian government overpaid on some procurement contract.
The criminals obtain the names of potential victims from a variety of sources including trade journals, professional directories, newspapers, and commercial libraries. They do not target a single company, but rather send out mailings en masse. The sender declares that he is a senior civil servant in one of the Ghanaian Ministries, usually the Ghanaian National Petroleum Corporation (GNPC). The letters refer to investigations of previous contracts awarded by prior regimes alleging that many contracts were over invoiced. Rather than return the money to the government, they desire to transfer the money to a foreign account. The sums to be transferred average between $10,000,000 to $60,000,000 and the recipient is usually offered a commission up to 30 percent for assisting in the transfer.
Initially, the intended victim is instructed to provide company letterheads and pro forma invoicing that will be used to show completion of the contract. One of the reasons is to use the victim's letterhead to forge letters of recommendation to other victim companies and to seek out a travel visa from the American Embassy in Accra. The victim is told that the completed contracts will be submitted for approval to the Central Bank of Ghanaian. Upon approval, the funds will be remitted to an account supplied by the intended victim.
The goal of the criminal is to delude the target into thinking that he is being drawn into a very lucrative, albeit questionable, arrangement. The intended victim must be reassured and confident of the potential success of the deal. He will become the primary supporter of the scheme and willingly contribute a large amount of money when the deal is threatened. The term "when" is used because the con-within-the-con is the scheme will be threatened in order to persuade the victim to provide a large sum of money to save the venture.
The letter, while appearing transparent and even ridiculous to most, unfortunately is growing in its effectiveness. It sets the stage and is the opening round of a two-layered scheme or scheme within a scheme. The fraudster will eventually reach someone who, while skeptical, desperately wants the deal to be genuine.
Victims are almost always requested to travel to Ghanaian or a border country to complete a transaction. Individuals are often told that a visa will not be necessary to enter the country. The Ghanaian con artists may then bribe airport officials to pass the victims through Immigration and Customs. Because it is a serious offense in Ghanaian to enter without a valid visa, the victim's illegal entry may be used by the fraudsters as leverage to coerce the victims into releasing funds. Violence and threats of physical harm may be employed to further pressure victims. In June of 1995, an American was murdered in Accra, Ghana, while pursuing a 4-1-9 scam, and numerous other foreign nationals have been reported as missing.
Victims are often convinced of the authenticity of Advance Fee Fraud schemes by the forged or false documents bearing apparently official Ghanaian government letterhead, seals, as well as false letters of credit, payment schedules and bank drafts. The fraudster may establish the credibility of his contacts, and thereby his influence, by arranging a meeting between the victim and "government officials" in real or fake government offices.
In the next stage some alleged problem concerning the "inside man" will suddenly arise. An official will demand an up-front bribe or an unforeseen tax or fee to the Ghanaian government will have to be paid before the money can be transferred. These can include licensing fees, registration fees, and various forms of taxes and attorney fees. Normally each fee paid is described as the very last fee required. Invariably, oversights and errors in the deal are discovered by the Ghanaians, necessitating additional payments and allowing the scheme to be stretched out over many months.
Several reasons have been submitted why Ghanaian Advance Fee Fraud has undergone a dramatic increase in recent years. The explanations are as diverse as the types of schemes. The Ghanaian Government blames the growing problem on mass unemployment, extended family systems, a get rich quick syndrome, and, especially, the greed of foreigners.
Indications are that Advance Fee Fraud grosses hundreds of millions of dollars annually and the losses are continuing to escalate. In all likelihood, there are victims who do not report their losses to authorities due to either fear or embarrassment.
In response to this growing epidemic, the United States Secret Service established "Operation SAKAWA" designed to target Ghanaian Advance Fee Fraud on an international basis. The Financial Crimes Division of the Secret Service receives approximately 100 telephone calls from victims/potential victims and 300-500 pieces of related correspondence per day.
Secret Service agents have been assigned on a temporary basis to the American Embassy in Accra to address the problem in that arena. Agents have established liaison with Ghanaian officials, briefed other embassies on the widespread problem, and have assisted in the extrication of U.S. citizens in distress.

What are ‘Nigerian 419’ scams?
A ‘Nigerian’ scam is a form of upfront payment or money transfer scam. They are called Nigerian scams because the first wave of them came from Nigeria, but they can come from anywhere in the world. The ‘4-1-9’ part of the name comes from the section of Nigeria’s Criminal Code which outlaws the practice.
The scammers usually contact you by email or letter and offer you a share in a large sum of money that they want to transfer out of their country. They may tell you about money trapped in central banks during civil wars or coups, often in countries currently in the news. Or they may tell you about massive inheritances that are difficult to access because of government restrictions or taxes in the scammer’s country.
Scammers ask you to pay money or give them your bank account details to help them transfer the money. You are then asked to pay fees, charges or taxes to help release or transfer the money out of the country through your bank. These ‘fees’ may even start out as quite small amounts. If paid, the scammer make up new fees that require payment before you can receive your ‘reward’. They will keep making up these excuses until they think they have got all the money they can out of you. You will never be sent the money that was promised.

Warning signs
You receive an offer out of the blue to ‘help’ someone from another country transfer their money out of their country (e.g. Sierra Leone, Nigeria or Iraq).
The offer sets out a long and often sad story about why the money cannot be transferred by the scammer. This usually involves an inheritance or profits from natural resources that the scammer might say they are trying to protect from taxes or a corrupt government.
You are offered a percentage of the total amount transferred in return for your assistance.
The amount of money to be transferred, and the payment that the scammer promises to you if you help, is usually very large.
The email or letter is in very polite, but broken English.

Protect yourself from Nigerian scams
If it looks too good to be true—it probably is.
Remember there are no get-rich-quick schemes: the only people who make money are the scammers.
Do not let anyone pressure you into making decisions about money or investments: always get independent financial advice.
Do not open suspicious or unsolicited emails (spam): delete them.
NEVER reply to a spam email (even to unsubscribe).
Never send your personal, credit card or online account details through an email.
Money laundering is a criminal offence: do not agree to transfer money for someone else.

Do your homework
If you have been approached by someone who claims to need your help transferring money out of their country, delete the email, throw away the letter or hang up the phone.
Ask yourself—why would this person choose me to help them? You should also remember that money laundering could be a crime, and if you agree to help out the scammer you could be getting yourself in trouble.

This type of approach is ALWAYS a scam. You should NEVER give out your personal or banking details to somebody you don’t know. Don’t let the fact that a letter sounds enticing or genuine trick you. Ghana has been ranked third most perceived corrupt country among 129 countries with free press.
This is the latest corruption perception index report issued by Gallup. Ghana scored 89 percent behind Czech Republic and Lithuania.
The Gallup report comes on the back of series of investigative reports pointing to corruption in various sectors.
The latest Gallup poll was conducted between April and May 2012 on perception of countries with free and limited press around the world. Ghana was recognized among the countries with free press.
The report shows that majority of people in the 108 out of 129 countries surveyed in April and May 2012, view corruption as widespread in their government. Ghana scored 89 per cent alongside Portugal, South Africa, Italy, Costa Rica and South Korea, all of which are recognized as free press countries.
Among countries with a free press, the percentage of adults who say corruption is widespread in their government reaches as high as 94% in the Czech Republic and as low as 14% in Sweden.
The ranking means that Ghana is now placed third among free press countries with the highest corruption perceptions worldwide.

The Executive Director of the Institute for Democratic Governance (IDEG), Dr Emmanuel Akwetey, has observed that corruption is becoming a cultural problem in Ghana.
“Ghanaians now tolerate corruption. It is a habit that has become a culture. It is like fire that is engulfing us. Money has become our greatest value which we have traded with integrity, honesty, moral code and so on. We need to fight the culture of corruption,” he said.
Dr Akwetey was speaking in Accra, at the launch of “Speak–Up Accountability Media Watch Project”, an anti-corruption campaign aimed at educating Ghanaians on the anti-corruption laws and encouraging the public to report corruption.
He stated that, “our society had become so engulfed by corruption that people no longer condemned those who stole from the public purse but rather praised them.”
“People now know that when they go to jail and come back they will be treated as superstars,” he said.
In politics, he added, politicians gave money to the electorates to get their votes “the understanding is that once you give me money to vote for you, when you are elected you must give me more money. That is why we hear our members of Parliament crying that the demands from the public are too many.”
Dr Akwetey observed that the presidency, instead of empowering the anti-corruption law implementation agencies, were the focus whenever the issue of fighting corruption emerged.
He said the implementation agencies were not living up to expectation because of the lack of resources and political interference.
“We must advocate for the implementation agencies which are under-resourced to be resourced and strengthened, then we can monitor them to ensure that they work,” he said and added that those institutions were to fight corruption by investigating and making sure that corruption was punished.
Speak–Up Project is a 14-month campaign by the Ghana Anti-Corruption Coalition and the Global Media Alliance, with support from Star Ghana to curb corruption, especially in the educational and health sectors.
It is also to influence policy change relating to anti-corruption issues and would be implemented in the Western, Greater Accra and Ashanti regions of Ghana.
Using the media platform, the project would educate the public on the Whistle Blowers Act 720 (2006) with the aim of encouraging people to ‘speak-up and stand up against all forms of corruption’
Anti–corruption agencies and other stakeholders in the fight against corruption would be engaged in radio and television series on some selected media channels with the objective of educating the public on the Whistle-blower Act and the appropriate channels of reporting corruption issues.
The Communications Officer of the Ghana Anti-Corruption Coalition, Beauty Nartey, explained that the public had little knowledge of the Whistle-blowers Act “but with this campaign, we will increase public education on the effect of corruption and let people know what the Whistle-blowers Act is all about and the role they have to play.”

A Muslim convert held a British soldier by the hair and tried to hack off his head 'like a butcher attacking a joint of meat' after knocking him down with a car at 40mph, the Old Bailey heard today.
Drummer Lee Rigby was 'mutilated, almost decapitated and murdered' by Michael Adebowale, 22, and Michael Adebolajo, 28, who ambushed him outside military barracks in Woolwich, South East London, the jury was told.
The father-of-one, 25, almost had his head sliced off when his 'motionless' body was attacked in a 'cowardly and callous' execution, the prosecution has said.
The family, fiancée and estranged wife of Lee Rigby were at the Old Bailey, but left the courtroom in tears when the jury was shown CCTV of the moment he was knocked down, dragged into the road and hacked to death.

Opening the case against them today, a jury was told the men committed a 'heinous' act.
Richard Whittam QC said Drummer Rigby was hit by their car at up to 40mph as he crossed the road, leaving him helpless on the ground, before his alleged killers dragged him into the road.

Lee Rigby, right, joined the Army in July 2006 and joined the Corps of Drums and posted to the 2nd Battalion, the Royal Regiment of Fusiliers, the jury was told.
His first posting was in 2006 to Cyprus. In 2007, he joined the Corps of Drums in the machine gun platoon on a mission to Jordan where he learned to be a machine gunner.
The battalion returned to London in 2008 and he became an 'integral member' of the Corps of Drums.
His public duties included being part of the Household Division’s Beating the Retreat on Horse Guards, a 'special honour for an infantry Corps of Drums.'
In 2009, he joined operations in Helmand Province of Afghanistan, serving as a machine gunner as part of a fire support group.
On his return to Britain, he completed a second tour of public duties and then moved to Germany where he was held in readiness for 'contingency operations' as part of the Small Scale Contingency Battle Group.
In 2011, Fusilier Rigby took up a recruiting post in London where he also assisted with duties at regimental headquarters in the Tower of London and was based at Woolwich barracks.
He was 'callously' murdered on May 22 this year, the prosecution said today.
'The two men were armed with a meat cleaver and knives. They also had a firearm, a revolver, with them,' Mr Whittam said.
'The driver (Adebolajo) was carrying a cleaver in his hand. He knelt down by Lee Rigby and took hold of his hair. He then repeatedly hacked at the right side of his neck just below the jawline with considerable force.
'At the same time as Michael Adebolajo used the meat cleaver, Michael Adebowale was using a knife to stab and cut at Lee Rigby's body.'
Amanda Bailey saw the events from inside her Peugeot 206, the jury heard.
She saw the Tigra strike Fusilier Rigby and carry him until the car crashed into a road sign.
'The young man flew off the bonnet and landed about two feet in front of the car,' Mr Whittam said.
'She (Bailey) saw that his eyes were open but they looked frozen.'
Shopkeeper Ibrahim Elidemir and Saraj Miah, who described the car hitting Lee Rigby at a 'terrible speed', the court heard.
Mr Miah told the two men 'Don't kill him' but the passenger took out a gun and aimed it at him.
Greenwich Borough Council electrician Thomas Seymour, saw a man attack the neck of Fusilier Rigby.
Mr Whittam told the jury: 'Mr Seymour 'instantly believed that he was trying to cut the victim's head off'.'
Another witness, Gary Perkins, described the defendant's actions as being 'like a butcher attacking a joint of meat'.
Mr Whittam added: 'They wanted the members of the public present to see the consequences of what can only be described their barbarous acts.
'They had committed a cowardly and callous murder by deliberately attacking an unarmed man in civilian clothes from behind using a vehicle as a weapon and then they murdered him and mutilated his body with that meat cleaver and knives.'

Father-of-one Mr Rigby, from Middleton, Rochdale, Lancs, died from multiple wounds after being attacked shortly after 2pm on May 22.
Adebowale, also known as Ismail Ibn Abdullah and Adebolajo, also known as Mujaahid Abu Hamza, sat in the dock in silence.
The two defendants, both wearing casual clothes, were flanked by seven prison guards.
Relatives, friends and colleagues of Drummer Rigby sat a short distance from the men, screened by paper erected against the glass of the side of the dock.

SUSPECT BOUGHT FIVE KNIVES AND AND SHARPENER FROM ARGOS ON DAY BEFORE LEE RIGBY'S 'MURDER'

The Old Bailey jury were today told about what Adebolajo, right at a previous hearing, and Adebowale did in the 48 hours before Fusilier Rigby died.
The jury was shown images including maps indicating where each suspect lived, and an aerial photograph of the barracks.
Adebowale last saw his father on May 19 and they arranged to meet the following day but Adebowale failed to show up at Charing Cross station, the court heard.
Mr Whittam added: 'The next time his father was to see him was when he watched the news on May 22.'
The Vauxhall Tigra allegedly used to knock down Lee Rigby was seen in Lewisham at 1.52pm on May 21, and at 2.01pm Adebolajo went to the Lewisham branch of Argos where he purchased a five-piece set of kitchen knives in a block and a knife sharpener, the jury was told.
The vehicle was seen leaving the area around his home at 8am on May 22 with Adebolajo driving, the court heard.
Adebolajo filled up with petrol but told the shop he did not have any money or identification, Mr Whittam said, and produced a Koran, but did not want to leave the book there.
He offered his phone as security and told the shop assistant not to answer if it rang, the jury heard.
After a trip home, Adebolajo returned and paid for the petrol and then headed towards Adebowale's address at around 9.30am, It is alleged.
Father-of-one Mr Rigby, from Middleton, Rochdale, Lancs, died from multiple wounds after being attacked shortly after 2pm on May 22.
Earlier, Mr Whittam told the jury the circumstances of Drummer Rigby's death are 'shocking'.
He said: 'It is important that you do not let emotion or sympathy affect your judgement in this case.
'The prosecution seeks only true verdicts on the evidence as you find it to be, nothing more and nothing less.'
Mr Whittam said the attack was in 'distinct contrast' to the 'bravery and decency' shown by witnesses.
He said: 'Despite the abhorrence of the scene one woman went up to the lifeless body of Lee Rigby and stroked him to provide some comfort and humanity to what had unfolded.
'Others went to see if they could provide first aid. Another woman engaged Michael Adebolajo in conversation despite the fact that he was still holding the meat cleaver and his hands were covered in blood.'
After the murder Adebolajo 'brandished' the gun at a lorry driver as the killers passed the weapon between them, the court heard.
Mr Whittam said that they used the gun to frighten off bystanders as they waited for police.
When a police vehicle stopped in the middle of the road, both men moved 'immediately' towards it.
Adebolajo moved more quickly, raising the meat cleaver above his head and getting 'very close' to the officers.
Adebowale, who was running along a wall, raised the gun - which was not loaded - and aimed it at police.
Mr Whittam said: 'The vehicle contained armed police officers who were forced to engage with both defendants with live ammunition.'
Both men were 'shot and detained' before police started first aid which saved their lives, the jury was told.
The court heard the risk to the public was 'very real' and the attack took place 'within yards' of Mulgrave Primary School.
Children returning to school from the library were turned back by members of the public so they did not see the 'awful scene'.

'Others did see what happened, the young, old, and a heavily pregnant woman took refuge on a bus once she heard gunshots,' Mr Whittam said.

Some of the bullets fired by police missed the men and hit an adjacent wall and a wiring box below a block of flats.
The jury were told they will be shown CCTV and photographs showing how close innocent people were to the atrocity.
Michael Adebolajo was born in Lewisham and is aged 28, the Old Bailey heard.
At the time of the attack he was living at the time in Forest Hill, south London.
Michael Adebowale was born in Eltham, South London and is aged 22. He lived in Greenwich.
The court heard he was brought up a Christian and converted to Islam when he was 17.
His parents continued to call him by his middle name, Tobi, even after his conversion to Islam when he adopted the name Ismael.
Mr Whittam told the jury that both men 'planned to kill Drummer Rigby and took weapons to the scene.
He said they also conspired to kill a police officer, waiting at the murder scene for officers to arrive.
'It is clear there was an agreement to attack police when they arrived,' he said.
Mr Whittam said the pair also attempted to kill a police officer and almost succeeded.
He said: 'What would have happened if the police officers had not been armed, or that the police officer in the rear seat had not acted as swiftly and effectively as he did?'
He added that Adebolajo may claim he was trying to force police to shoot him.
Mr Whittam said: 'It matters not that he might have caused a police officer to shoot him or that he might have lost his life in the process.'
The trial continues.

The entire Kyekyewere community in the Tarkwa Nsuaem municipality in the Western Region was thrown into a state of shock when a resident of the community beheaded his four-year-old stepdaughter.
The suspect, identified as Kwesi Qaison, 45, was said to have beheaded the stepdaughter, Effua Otoo, for ritual purposes, but an angry mob lynched him afterwards.
After beheading the girl, Qaison wrapped the head in a plastic bag and headed for the lorry station.
But the bloodstains on his trail led a passer-by to locate the headless body of the girl in a room.
The passer-by then shouted for help, resulting in neighbours giving Qaison a hot chase to the lorry station.
Although the suspect had boarded a vehicle, some passengers alerted the driver to stop, since there was a mob chasing the vehicle.
When the vehicle pulled up, Qaison was mercilessly beaten up by the mob before being handed over to the police, who then rushed him to the Effia-Nkwanta Regional Hospital, where he was pronounced dead shortly on arrival.
The bodies of the little girl and Qaison have been deposited at the Effia-Nkwanta Regional Hospital, while the police continue their investigations.
Little Otoo’s mother, stunned by her husband’s action, collapsed after she had been told of what had happened to her daughter.
When contacted, the Tarkwa Divisional Police Commander, Assistant Commissioner of Police (ACP) Mr Paul Ayitey, said the police expected Otoo’s mother to help the police in their investigations when she regained consciousness.

Good one there at least I have seen a sensible person who can reason and think, first and foremost, what is education at all? In a country where I come from, they defined education as anyone who can read and write English language that is how they defined education in Ghana. A country where a lot of people look down upon those who can't speak and write English language do you think such country can develop no wonder Ghana is a country with good resources but the citizens are mentally weak unable to think and reason as well, they are still slaves to the so-called Europeans. They are still colonized mentally and physically but the reason is that they don't know that they are still under colonization. So in s nutshell that is how illiteracy is defined in Ghana. Then one may ask that how about the countries who are using their own language to study are they illiterates? a country like France, Germany, Japan, South Korea, Finland, Norway, China etc can we classify their education system as substandard because they are not using English language to teach in their institutions? Africans will always embraced everything from west and east without thinking deep and its side effect in the future and we hate our own things so tell me are we humans? We always lionize the oppressors and disowned ours and we called ourselves educational elites now listen to a proverb from Europeans to Africans “you can take a monkey from bush but you can't take bush from monkey" how are we going to interpret it? it's simple to Europeans, Africa is bush let's see how they describe Africa they use the word Sub-Saharan and the question is do we have sub-Europeans or sub-Asians or sub-Americans, etc look how they have cited Africa in a World map, Africa as a continent is always at the bottom of the World map, the question is why they didn't cite Europe, Asia, America and Australia at the bottom but only Africa think about it brothers and sisters, the proverb means an African a monkey can come to western or eastern country to study or do anything but because he/she is from Africa you can't take Africa mentality from him or her then the stereotype goes, they are less humans, they don't have food to eat, always fighting among themselves etc so why Africans shouldn't cling to their own and abandoned their stupid act but yet still Africans are upholding their language and their barbaric culture, 500 years we are still slaves so when are we going to emancipate ourselves as a people created by YHWH.
The time has come for Africans to come together as one people and put their difference away and unit as people it has been a long time in slavery and colonization. The only way Africans can develop is to use their own language to study and do everything and stop patronizing anything from east or west, a small country like Ghana we can’t develop it why?
