Issachar now heads Civil Service

Accra, May 31, GNA - President John Agyekum, Acting in accordance with the advice of the Public Services Commission, has appointed Mr Joseph Donkor Issachar as the new Head of the Civil Service. His appointment takes effect from Thursday, June 1, Mr Andrew Awuni, Press Secretary to the President, announced at a Castle press briefing on Wednesday.

Mr Issachar born in 1949; holds a Bachelor of Arts degree from the University of Ghana, a Post-Graduate Diploma in Public Administration from the Ghana Institute of Management and Public Administration (GIMPA), a Certificate in Rural Planning and Management, University of Birmingham, the United Kingdom (UK) and a GIMPA Executive Masters Degree in Governance and Leadership.

He joined the Civil Service as an Administrative Officer Class IV in 1974 and rose to the rank of Chief Director. Mr Issachar until his new appointment was the Secretary to the Vice President.

Mr Awuni said President Kufuor had also appointed Dr Mahamudu Bawumia, Head of the Monetary Policy and Financial Stability Department of the Bank of Ghana (BOG), as Deputy Governor of the Bank, effective from June 1 2006.

He replaces Mr Emmanuel Asiedu-Mante, who proceeds on retirement on Wednesday, May 31.

Born on October 1963, Dr Bawumia attended Tamale Secondary School and holds a Bachelor Degree (First Class Honours); Masters and PhD degrees in Economics from Buckingham University, UK; Oxford University (Lincoln College), UK and Simon Fraser University, Canada, in that order.

He also has a Diploma in the Chartered Institute of Bankers (UK) (ACIB).

Prior to joining the BoG, Dr Bawumia was an assistant Professor of Economics at Baylor University, Texas, from 1996-2000. He also worked as an Economist in the Research Department of the International Monetary Fund (IMF).
