There is no monopoly in our contract with NRSC - Road Safety Management Limited

The Public Relations Officer (PRO) for the Road Safety Management Limited (RSML), Roland Walker his denied claims of monopoly in the award of contract to it by the National Road Safety Commission (NRSC), in the collection of the new mandatory towing levy.

Government suspended the implementation of the law that mandates vehicle owners to pay an annual mandatory towing levy. Some have questioned the basis for which the NRSC awarded the contract to RSML a subsidiary of the Jospong Group owned by businessman Joseph Siaw Agyapong.

Some have raised concerns of monopoly and in the statement issued by the Transport Ministry directing that the implementation is suspended, it said there have been concerns of monopoly among others hence the suspension.

But speaking on Nyankonton Mu Nsem on Rainbow Radio 87.56Fm, Roland Walker debunked the assertions explaining that, there is no monopoly because per our contract with the NRSC, RSML is supposed to operate with other tow operators and we have contract with all these tow operators and we cannot monopolize the deal.

That will be against the agreement we had with NRSC. When asked the impact of the suspension of the implementation, he said, RSML and its third party companies have prepared ahead of the July 1, 2017 implementation but because of the suspension, they have incurred cost.

"The third party operators have already purchased their equipment for the project. RSML have also employed workers for this project and paying them but the public have raised concerns and so the Ministry says we should hold on. We cannot do anything but wait until the broad stakeholder consultation is done then we see the way forward."
