"Dark clouds over '98", is the frightening banner headline on the front page of Public Agenda. The paper quoting opinion leaders it interviewed, says key government policies and developments in the economy threaten to make 1998 a very difficult and explosive year as Ghanaians struggle to cope with the anticipated harsh effects of food shortages due to poor harvest, higher tariffs and the Value Added Tax (VAT).
