The money was reported to have been locked up in the former minister's suitcase which got lost in transit during his flight but was later found with the bag allegedly reported to have been tampered with. Ever since this incident there have been a lot of conflicting statements by the former minister and other sports officials who were accused of having played a role in the loss of the money.

In the wake of accusations and counter accusations, a three-man Committee was set up by the Police Administration to investigate the matter and advise the government as to what to do. The committee after its investigations exonerated the other officials whose names were associated with the loss and implicated the former minister of being in custody of the money.
