Extortion in Kosovo: Where is the Money?

Investigations are on-going to determine the amount of money the Ghana Govt has collected from peacekeepers (and peacekeeping operations) since 1981.

Some FACTS So far....

  • Police Administration has collected and is still collecting 1600 and 1900 Euros respectively from peacekeepers in East Timor and Kosovo.

  • [Form an ex-peacekeeper] In the Armed Forces all oficers who had served with the UN as a Military Observer (MILOB) used to pay 20% of thier Mission Subsistence Allowance (MSA) to the service on return. Recently this figure has been reduced to $2,000 flat. As you read this an officer may be paying.

    The money is rather squanded by the service commanders; Army, Navy Airforce and I guess the IGP too. Military Officers have for long been grumbling about this practice but could not do anything about it. The latest payments were by those returned from Ethiopia. Look for them and ask them for the facts.

  • 70 men and women (in East Timor) have been asked to pay $1600 on our return to Ghana including $300.00 payment on ordinary Police uniform which we use on our daily routine duties whilst in Ghana.

  • This is what officilast to the EAST-TIMOR and KOSOVO contigent prior to leaving Ghana:
    "The police administration in consultation with THE POLICE COUNCIL and THE PRESIDENT has agreed that everybody will pay $1600 USD when they return
    1. $1000 USD FOR DEVELOPMENT
    $ 300 USD PER DIEM
    $ 300 FOR UNIFORMS.

  • Military Officers on Military Observer missions pay contributions to an account that has not yet been publicly audited? They contribute 20% of their Mission Subsistence Allowance to a fund the use of which has not been satisfactorily explained.

Questions

  • How many peacekeepers have so far contributed to the development fund?
  • How much is in the Accounts(if there is something like that)
  • Who has since been the Administrator of this fund?
  • How much was used to purchase GP 1047 & GP 1048 which the Staff Officers(Mr.Asiedu & Mr.Boanu) are saying they bought.

  • How many computers were bought by Mr. Asiedu (then Staff Officer) when he told reporters in Ghana that the Development Fund was being increased from 500 to 1000 Euros because a computer poll is to be set up.

  • Where actually is the Computer poll?
  • Mr. Asiedu also told the reporters that part of the Development Fund was to be used to pay relieve allowances for Senior officers who take up duties of those who travel on peacekeeping. How much have been paid and who are the beneficiaries?
  • Was 500 Euro collected from peacekeepers in Kosovo? : ( Only an independent invetigation team can confirm or deny this)
  • Why dismiss three police officers from the Kosovo Contingent

Peacekeepers Pay, Who Gains ?

The Ministry of Interior last week gave detailed information on the Police Endowment Fund to chronicle. Can they do the same for monies paid by peacekeepers?
