Bissiw Drops Two Directors

“Hannah Bissiw takes over Ministry of Water Resources, Works and Housing as she dictates to E.T Mensah who should be axed”

Information reaching The Citizen Newspaper indicates that the wishes of the veterinary doctor cum politician, Ms. Hannah Louisa Bissiw, have finally been realized as she now controls the Ministry of Water Resources, Works and Housing following the recent reshuffle which sent Hon. Alban Kingsford Sumana Bagbin to the health ministry.

Credible sources have confirmed that through the instigation of Hannah Bissiw, the new Minister for Water Resources, Works and Housing, Hon. E.T Mensah, has allegedly made sweeping changes at the top hierarchy of the Ministry. Two top civil servants have allegedly been given the marching orders for no apparent reason. According to the information available to The Citizen, one of the two directors booted out has been reassigned outside the Civil Service structure while the other’s destiny hangs in the balance.

The sources further reveal that others on the hit list are sending pleas to the Minister through influential people to intervene.

It would be recalled that allegations were rife in the newspapers that Hannah Bissiw had masterminded the removal of Hon. Albert Abongo and his deputy Hon. Saani Iddi, both Members of Parliament, with the conviction that she would be made the substantive Minister. When this did not happen following the appointment of Hon. Alban Bagbin and Hon. Dr. Mustapha Ahmed, Hannah, Bissiw allegedly started her skirmishes to remove them.

One may call it a coincidence that Hannah Bissiw has survived two reshuffles in a Ministry known for its high attrition rate for Ministers, but it is also logical to conclude that she has finally succeeded and allegedly dictating to the substantive Minister who to axe and who to keep.

In place of the two directors who have been removed, Hon. E.T Mensah is bringing two other directors from the Ministry of Employment and Social Welfare to the Ministry.

According to Civil Service rules, it is the Head of Civil Service who has the overall responsibility of assignment and reassignments. It will therefore be a breach of the civil service practice for politicians to assume that responsibility. Sources close to the Ministry of Water Resources, Works and Housing indicate that Hanna Bissiw, before the recent reshuffle, stopped going to office for about seven months and was operating from the Castle instead of staying in her office to assist in the administration of the Ministry.

It is alleged that, she at one point colluded with a reporter from Daily Guide to fabricate a damaging story about Hon. Bagbin in a bid to thwart his efforts in the political arena. Surprisingly, the journalist she approached to do the damage is a God fearing person so he refused to act as instructed but rather relayed the information to Hon. Bagbin.

The sources say Hanna Bissiw was the brain behind the reshuffle of Hon. Bagbin so she could protect the interest of her bosses, who made it possible for her to be appointed as a deputy Minister.

Furthermore, Hanna was said to have gone to Mr. Rex Sumani, Head of Administration at the Ministry and told him that she would make certain that he is transferred from her Ministry. True to her statement, Mr. Rex Sumani received his transfer letter just the following day, where he was asked to move to the National Identification Authority (NIA).

Unfortunately, the other director who was also asked to relinquish his post as a director is currently waiting to be reassigned.
