NDC Forum For Setting The Records Straight

NDC's Remarkable Rural Development Strides Vis a Vis NPP's Pathetic Performance
Thank you once again ladies and gentlemen of the media for honouring another invitation from the NDC forum For Setting The Records Straight.

In our last press conference, we covered the strides made by the Mills led government in the area of economic infrastructure. We established beyond any doubt that the three years of the Mills' government in the area of provision of economic infrastructure surpasses by far what the NPP had achieved at the end of their first four years and in many respects what had been accomplished in eight long years of the NPP.

After that press conference, the government communication team launched the Better Ghana Achievement Book-affectionately now christened the Green Book. A book that continues to make waves across the length and breadth of Ghana, and silencing even the loudest critics- those critics who had been taunting us to show what we have achieved over the past few years.

Sequel to the Green Book

Today, we want to give you a sequel to the green book. Under the rural development segment, the Green Book gave a glimpse of a few of the projects we have done in every district in the country. What the Green Book did not say is the extremely poor performance of the NPP vis a vis what the NDC has achieved across the districts of Ghana in just three years.

Ladies and Gentlemen of the media, you have all been hearing our friends in the NPP making claims that the leadership of this nation should be entrusted into their hands again, four years after losing power to the NDC. They boast that they are capable of developing the country better than Prof Mills has done over the last three and half years.

The question we should be asking is the following: what has the NPP achieved in the eight years this nation was governed by them and how does that compare with just three years of the Mills administration? Let's together take a look at what NPP delivered in the area of rural development in eight long years vis a vis what the NDC has done in just three years.

As we walk you through the details, we are sure that you will at stages wonder what exactly the NPP did with the precious resources that were available to them during their eight long years in office. NDCs three years in office so completely dwarfs the NPP’s first four years that for this particular presentation, we are comparing NDCs three years against NPPs eight years. Three years within which the NDC had to pay close to 40 trillion old cedis of arrears left behind by the NPP and a period within which the Mills led administration had to deal with an astronomical jump in public sector wage from about 2 billion cedis to over 5 billion cedis. NPP never had to confront these hydra headed problems yet NDC has for the most part outclassed their eight year performance as we will show presently.

Educational infrastructure Under Rural Development

Six Classroom Unit Blocks

NDC has within three years put up 1326 six unit classroom blocks across the 170 districts of the country. This represents an annual average of 442 schools- that is almost three schools in every district.
Now let's see the record of the perennial underachieving NPP. In eight long years the total number of six classroom unit blocks constructed by the NPP stood at 346. This translates to an annual average of 43 schools compared to the 442 achieved by the NDC in three years.

Three Classroom Unit Blocks

In eight long years, the NPP in the area of three classroom unit blocks, put up a total of 236- an annual average of 30 three classroom units. NDC, despite the massive trillions spent on NPPs arrears and the single spine, still managed within three years to put as many as 429 schools, that is 143 schools per year against NPPs 30.

Two unit classroom KG Block

Perhaps NPP would post a better performance in the provision of kindergarten school units than they did for the basic level. Let's examine NPPs record here too. In eight long years, the NPP provided 236 two unit classroom KG blocks- an average of 30 a year. NDC in three years put up 327 KG blocks, an annual average of 109.
Boreholes in schools without water
Whereas The Mills led Government, has in three years, provided 312 boreholes in schools without water, that is an average of 104 every year, the perennially Non Performing Party, NPP as usual delivered only a paltry 19 boreholes in schools in eight long years- an average of two boreholes a year.
And yet these abysmal performers dare make a claim for a comeback to power. Incredible!
Gender friendly lavatories in schools
In the area of gender friendly lavatories in schools, the NPP in eight years provided 55 across the country, an average of 7 a year. The NDC in three years has given the people of Ghana 70, an average of 23 a year.
Pieces of dual desk
Ladies and Gentlemen of the media, NPP in eight years provided 140,000 pieces of dual desk for our schools. This represents an average of 17,500 pieces a year. The NDC, despite all the massive handicaps enumerated above has managed to deliver 80,000 pieces in three years representing about 27,000 pieces of dual desk a year. By the close of this year 2012 The Mills government is on course to delivering an annual average of about 35,000 which will be 100 percent above the "talk plenty, do little" NPP's annual performance.
And Yet the NPP dares compare itself against the NDC- wonders will never end.
Construction of two storey boys and girls dormitories
In the domain of school dormitories, whereas the NDC in three short years has managed to put up 63 two storey boys and girls dormitories across the country, the NPP in eight long years only managed 53. NPP thus scored an annual average of 7 against the NDCs annual average of 21 two storey boys and girls dormitories.
So, in which area at all, did the NPP exert itself to bring remarkable development apart from their legendary capacity in the area of grabbing posh lands in choicest parts of the country at give-away prices, taking record time to acquiring multi-million dollar hotels and turning this dear country into a haven for cocaine barons with key members of their party leading the way?
Construction of Dining Halls
Let's see what the NPP did in the area of construction of dining halls. In eight years, the NPP constructed 21 dining halls in schools across the country. The Mills administration, in line with its dedication to a Better Ghana, delivered an average of 8 dining halls a year, which dwarfs NPPs 3 dining halls per year.
Science Resource Centre Rehabilitation
When it comes to Science Resource Centre Rehabilitation, the NDC led by Prof Mills has done rehabilitation of 86 of these centers in just 3 years. Guess how many the Non Performing NPP rehabilitated in eight long years? Zero. I mean nothing.
O, NPP! What an unprecedented underperformance!
Internet Provision for teacher training colleges
The NPP in eight long years was not able to provide any Internet service to even one teacher training college in the country. Nothing! In three years, the Mills’ government has provided Internet service in 38 teacher training colleges across the country.
Teacher Staff Bungalow
In the area of construction of Teacher Staff bungalows, the NPP again comes a distant second to the performing NDC. Whereas the NDC in three years has constructed 58 staff bungalows, an average of 19 a year, the NPP in eight years managed only 43- that is an average of only 5 a year.
Construction of 6 units Teacher's bungalow
The Mills led government has within three years constructed 56 six units teachers bungalows, an annual average of 19 every year. In eight years, the NPP managed to construct only 33 of such teacher's bungalow, an annual average of 4 a year compared with NDCs 19 a year.
Ladies and Gentlemen of the media, all these superior performances by the NDC in three years underscore Prof Mills' dedication to quality education whereas NPPs shambolic performance shows their miniscule commitment to quality education; making a mockery of Nana Akufo Addo's empty talk of providing free education at the secondary level.
Just take a look at their eight years of pathetic performance as far as investment in educational infrastructure is concerned, and you will not need to be a rocket scientist to know that Nana Addo is just taking Ghanaians for fools. How long will the NPP take Ghanaians for granted and keep insulting the intelligence of the good people of this country?

Health Infrastructure under Rural Development
Now let's see what the NPP has achieved under the rural health sector in eight years in comparison with the Mills' NDC in three years.
Construction of District Hospitals
In eight years, the NPP constructed 7 district hospitals, that’s less than one district hospital a year. The Mills' led NDC government has in three short years constructed 9 district hospitals across the country despite the almost 40 trillion cedis the NDC had had to cough to pay off NPPs reckless arrears left behind at the end of 2008.


Construction of rural clinics
In the area of rural clinic construction, the Mills led NDC in three short years has constructed 15 rural clinics, an average of 5 clinics a year. This compares with an annual average of 2 rural clinics done by the NPP in their eight years in office. And whereas the NPP in eight years rehabilitated 24 clinics, NDC in three years has already rehabilitated as many as 17 rural clinics.
Construction of Nurses Quarters
What about the construction of Nurses Quarters? The non performing NPP managed to construct only 22 nurses quarters in eight long years. In just three short years, the Mills government has already constructed 28 of them- an annual average of 9 against NPPs 3.
Completion of health posts
How many health posts did the NPP provide in eight long years? 22. That's about 3 health posts every year. In three years, the NDC has been able to provide 17 health posts across the country- that’s about 6 every year. Twice what the NPP did.
Ladies and Gentlemen of the media, the story of the superior performance of the Mills led government is the same no matter which area we touch. NPP’s eight years constantly comes second best to Prof Mills' three years. If they can’t match Prof Mills' three years that had been bedeviled by massive inherited difficulties, how will they match what Prof Mills will accomplish with a more buoyant economy when given a second term by the people of Ghana- the discerning people who are realizing more and more the absolute waste of time the NPPs eight years was?
Rehabilitation of Nurses Lecture Halls
In the domain of rehabilitation of nurses lecture halls, NPP in eight non performing years managed to rehabilitate only 15 of them. NDC in three years has accomplished the rehabilitation of 39 of them. That gives 13 a year by the NDC against 2 by the lazy and uncaring NPP- a group that obviously did not care because they were too busy taking care of themselves to have any passion for the real development of Ghana.
Rehabilitation of Nurses Hostel
The NPP Managed to rehabilitate only 3 Nurses hostels in eight years. NDC under Prof Mills, has within years already done 5 of them.
CHPS Compound
What about the construction of CHPS compound? In eight long years the NPP managed to construct only 39 of them- that’s about 5 a year. In three years, the Mills led NDC has put up as many as 81 CHPS compound across the country- that's on average 27 every year.
So, in rural health infrastructure as in rural educational infrastructure, the NPPs eight years cannot match NDCs three years. So what at all did NPP spend eight years doing in office?
Ladies and gentlemen of the media, let’s now examine the records of the two parties in the domain of rural water and sanitation.
Rural Water and Sanitation
Hand Dug Wells With Pump
In the area of the provision of hand dug wells with pump, the NPP in eight years managed to provide 255- that's about 32 every year. The NDC in three years has provided 287, that's about 96 every year, which is about three times what the NPP delivered. Talk about Prof Mills' commitment to rural development!
KVIP 6-Seater
The NPP managed in eight long years, to provide 98 KVIP 6-Seater facilities. That's about 12 every year. Within three years, the NDC under Prof Mills has provided 95 of them- that’s 32 every year.
It's the same story when it comes to the provision of 10, 12 and 16 seater vault chamber toilet facilities. The NPP in eight years provided 34, 55 and 35 respectively whereas the Mills’ government provided 46, 43 and 59 respectively. In terms of annual average, the NPP again underachieved, scoring 4, 7 and 4 per year against NDCs 15, 14 and 20 per year respectively.
Local Government Infrastructure
Let's now take a look at a final segment- local government infrastructure provision to see if the NPP’s eight years will for once be something to write home about in comparison to what the Mills’ NDC has done.
Construction of Administration Block
In the area of the construction of administration block for the district assemblies, the NPP in eight years constructed just a single administration block. The NDC has within three years constructed as many as 17 of them.
Construction of Market and Stalls
Whereas the NPP in eight years managed to construct 22 markets and stalls across the country, the NDC in just three years has put up as many as 16; so whilst the NPP did about 3 every year, the NDC constructed 5 every year- almost twice more than the NPP.
Renovation of Yam Markets
The Mills led NDC shows the NPP the way also in the area of renovation of markets and slaughter houses and meat shops. In eight years the NPP renovated 16 yam markets. The NDC has within three years renovated as many as 18 yam markets. It's the same story in the area of slaughter houses and meat shops where the NPP in eight years provided just 17 while the NDC in three years provided 36, more than twice what the NPP did.
Regional Capital and district street lights
In eight long years, the NPP could not deliver street lights in any regional or district capitals. Zero delivery in eight years. Within three years, the NDC has delivered street lights in 17 of such capitals across the country.
Ladies and gentlemen of the media, do you all see the chronic under performance that characterized the NPPs eight years? So one wonders what exactly they are busy seeking power for again? Is it to come and waste further the time and the resources of Ghana?
In the construction of pavilions, the NPP delivered just 47. NDC in three years has delivered 81 of such- almost twice what the NPP did.
In the construction of official residence for DCEs, the NPP in eight years delivered 22 whereas the NDC in just three years has delivered 16
Conclusion
Ladies and gentlemen of the media, as you can all see, the NDC does not just boast of a superior performance in the area of macro- economic management and the delivery of economic infrastructure as we expounded to you in our first two press conferences. The story of our superior performance also affects the rural areas of Ghana. Whether, it’s in the domain of rural clinics, water and sanitation, educational infrastructure or local government facilities across the 170 districts of Ghana, the NDC is just too much for the non performing NPP. As shown in this press conference, the Mills led government’s three years so dwarfs NPPs first term that we are obliged to do a comparison of Prof Mills’ three years against NPP’s eight years.
And yet Nana Akuffo Addo and his NPP claim they can't see a Better Ghana! Of course, they can't see because the superior performance of the Mills' government so totally eclipses their pathetic and non performing eight years so much that, their accepting the obvious truth will amount to nailing their own political coffin forever. So they must, like Pharisees, pretend they can't see the remarkably better performance of the Mills' government. They continue to play the ostrich and live in denial.
The good thing is that the people of Ghana, spread across the 170 districts, have seen the eight years of the NPP and have also seen that in just three years, Prof Mills has delivered in virtually all these 170 districts far more than the NPP did.
Ladies and gentlemen of the media, we once again want to express our gratitude to you for honouring this invitation. We will be back again very soon to shed further light on the superior performance of the Mills’ government and help the people of Ghana firm up their resolve not to give again a chance to the chronic under-achieving and perennially non performing NPP to come and further waste the precious time and the resources of this dear nation of ours.
